I think it's the non-functioning part. There's a big difference in repurposing a thing for decoration than creating a thing purely for decoration that pretends to be a different thing that would have an actual function, but doesn't.

The dash mechanic and combo system means it's not really an MM clone
It might be some degree of MMX clone I guess, but not much

i think the confusion here is you're taking "Mega Man" to mean "Mega Man Classic," when other people like me are taking it to mean "the Mega Man franchise of 2D platformers"
Mighty Number 9 was pitched with a torrent of Mega Man 2 callbacks, including the last shot of the end credits, bringing back members of the MM2 production crew, and a lot of talking about what made Mega Man so fantastic 25 years before the kickstarter campaign; you can imagine why I thought that would be what we'd get out of it
Also Mega Man as a franchise is so varied and disparate I don't know that they're actually united in any way, so that's fair I guess, but still
When I was signing up for summer classes, all the classes I was taking were offered in either the first or second half of the summer, no full summer courses available, so I was basically "well I can have a month off now or have a month off in July"
No Man's Sky was the primary reason I took the first half of the summer off
