i'd guess they aren't supposed to do that but at the same time they posted a job listing as a way to shuffle someone around internally instead of actually, y'know, searching for candidates, so the process was never meant to be particularly fair

ignoring the part where i don't understand why simply including references in one packet and not in another would somehow game the system
is it not reasonable to conclude that they have seen more than enough of the capabilities of both you and your boss over the past however many years you guys have worked there
and that should count for far more than some dumb interview
and if they were blocked from just doing the re-org the way they wanted and had to create this new position just for your boss that they already know is a better fit and want to game the system the whole way cuz gov is dumb well
i think it speaks more to the artificial limitations placed on gov hiring than you getting screwed or anything
