handle business with much more subterfuge and less bloodshed than one might expect from a modern flick starring a dude with a sword.

I want to see the pricing on the last three. The entire point is to provide the actual content as cheap as possible while making your bank off the stuff that has no practical ingame effect outside of appearance customization and what not. One of them sort of looks like it should be part of the main game already.
If they're anywhere near the price of the main game then that is a giant nope.

I disagree with your disagreeing. I mean, you're not entirely wrong, there's an intrinsic value to most games, and "game length" isn't the only, or even the best, metric to base purchasing decisions on.
However, The Division is a game designed to be played online, with other people. It's difficulty and zones have been tuned around the idea of multiple online players. It's also been designed with a focus on cultivating a long-term player base. As such, if people start ditching it a few weeks after launch, it will have an effect on the quality of each gaming session for those still playing / just starting, as it becomes harder to form groups and the Darkness Zone depopulates.
So, in this case, given the mechanics and goals stated by the developer, yeah. If people drop it en-mass after a few weeks, before a lot of people might even get around to buying it, it might not be worth the purchase at all. No one wants to log in to an empty server.
