Weird iPhone video issue

So I have a video on my iPhone. I can watch it just fine on the phone, and need to send it to somebody. Normally, I upload it to Google Photos, but for some reason it just stalls out and doesn't do anything. So I tried to plug it into my computer (windows) directly to get it off. But it's not there, the picture before and after it are there, and other videos are, but not the video I need. So I try to upload it to my dropbox through the app on my phone, and it does the same thing as with Google Photos where it just stalls out. I tried uploading it to my youtube account, but that didn't work either.
So now I'm pretty sure something is weird with this file, but I have no idea what. As I said, I can watch it just fine on my phone, I just can't get it off.

    Is it somehow on icloud? My wife's phone decided to upload a bunch of holiday photos there until we turned a _lot_ of settings off, and after that the only way to get them back was to log into icloud.com and download from the web site instead, we couldn't get them back onto/off the phone in any useful way.
