Oh dang, it's supposed to hit that here today and that sounds just perfect. But, hey, everyone's personal temperate zone is different.

I feel it is not an issue with the weather and is an issue with the jumper.

Yeah, I wouldn't want to be wearing a sweater in those temps.
Maybe but it is new and I must wear it. There are people sunbathing in the park.
After I bought my new jacket we had a warm spell and I was really worried I wasn't going to get to show it off. But fortunately, that warm weather was just a psyche-out and it was actually gearing up for Winter 2.0.

I'll side with you Liiya, earlier today I was commenting that it's the first day of the year that felt more like "early summer" than drizzly spring. It's been really nice!
I think it's because I'm on a very packed double decker bus in the middle of the urban heat island.
Saauhf.
There's a special kind of summer heat that comes with a packed bus.
Yeah that's probably closer to 35° than whatever the temperature outside is meant to be.

Spring-on-the-edge-of-summer is my all-time favorite part of the year. Temps in the low-to-mid-60's, usually isn't too humid yet, the never-ending prairie breeze is cool but not chilled and it's usually really sunny. Late April is the best.
I had a lie down in Green Park with my jacket off (together with most of the tourists and poor browbeaten office workers in London it seems), it was lovely. Apart from when the sun went behind a cloud for a bit and it was like "Haha, what on Earth do you lot think you're playing at?".
15C is 59F. I'd still be wearing a light jacket at least at that temp.
Particularly around here where there's constantly at least 15 mph winds.
What I'm reading here is "winter isn't cold enough".
Yeah, this last winter was really mild. I don't know what it was like up in SD, but we got maybe a couple inches of snow, total. We got more snow Easter morning than all winter.
We definitely had some cold days, but we rarely got down into the teens, even at night. Not that I super mind, since I'm not a big fan of the cold, but it was easily the warmest winter I've experienced in the almost 15 years I've lived in Kansas.

It was pretty mild, temperature-wise. Only got below zero a few times without windchill. Snow was weird--we got a decent amount but almost all of it was in large snowstorms, which were typically followed by brief warm spells.
