It's an alternate cost but there is already a cycle of cards without CMC with suspend, and a lot of cards with a high CMC but low suspend costs.
Also, there is one staggeringly obvious card that should have been red from the get-go to start the process of making red better, and it's Snapcaster Mage. Overmaster was red, why the fuck was Snapcaster blue? :angryface:
Snapcaster was blue because it was a pro-designed card and it was one of those pros who think blue should get to do everything because it's the only real colour

I thought Snapcaster was only superficially "designed" by Tiago Chen, in that Tiago actually submitted a land that had "2UU, Sacrifice CARDNAME: Counter Target Spell" and WotC was all "yo, this shit is stupidly broken; how about we just print Snapcaster Mage with your face on it?"
Which, uh, you know, is probably more broken than Tiago's stupid land. But whatevs.

Is there a difference between oxidation and oxidization? I think oxidization means fire and chemical reactions where oxidation is rusting. Do I have it backwards? Are they the same damn thing? What are birds, even?

It is, but you can always make the card have no cmc and then it has to be suspended, but then you get problems with things like cascade.
adding a cast trigger to the spell might work though, like this:
"when blah is cast if it was cast from your hand exile it instead and put x time counters on it, if it doesn't have suspend it gains suspend"
