Nah, it's an FPS with "exciting characters with unique attributes."

Class based shooter, but they emphasized fast paced arena combat, more info at Quakecon.

So the Fallout 4 DLC pattern is one pack of building bullshit (Contraptions), one pack of building bullshit with some game mechanics and probably a quest or two involved (Vault), and one story DLC (Nuka Cola Land or whatever)
