Ok, so this O-Power thing... when you select someone, and hit O-Power, it says give them that power? does that mean I'm getting it to? do I need to do it with friends or can random players work for it as well?
you can either GIVE or USE.
Use is on yourself.
To get the USE option you have to go into the menu (the little upper button), the same one where you can use GTS, Wonder Trade, etc.
It's on the second page

There are multiple levels of the powers and you rank them up by using them. Each power has a cost of activation that recharges over time. It's cheaper to give it away than to use it yourself, so spamming it at random people is the quickest way to power level it.
Is the end of the Delta Episode the only time to get Rayquaza? I'm running around trying to level up my catch thing by giving random people catch rate.
Also, how many EV points does the medicine things up stats by? Like, if i use a protein on something, that ups its attack EV right?

10 EVs iirc.
They're very inefficient for the cost compared to hordes, or even higher super training.

I was kind of hoping it would be like, 4, or 2, that way i could take care of my lower EV's easily and then just focus on the other 2 with better methods. oh well...
I've been busy catching Synchronize Ralts. Trying to find an adamant one, but so far I haven't had much luck of it... Did find one with 2 star potential on dexnav (this means they have 2 perfect IV's right?)

I can see an argument being made to use them if you have a preposterously massive surplus of BP and literally cannot buy anything else that is useful, but as a general rule this is true.
Like, I would rather have doubles/triples/quadruples of many copmetitive hold items, so as to never worry "oh wait my Choice Band is on BLAZIKEN", than spend my BP on Vitamins.
Nimbasa Big Stadium or Small Court, after Elite Four. Two NPCs, actually. Pokemon Breeders. They only appear like three percent of days, but they'll fight as often as you want while they're around.
You don't need to level up your Capture O-Power to get Rayquaza.
You can catch him first try on a quick ball and level 1 O-Power. I did it last week, twice.
Rayquaza is a super easy catch in general. I had to catch him twice too, because right after Rayquaza you are thrown into a
space battle boss fight against Deoxys
I've got Steven's Shiny Metagross on my team with Hold Back. I had reduced the spoilered guy to 1 HP and kept failing my capture attempts. The first time I literally ran him out of moves and he killed himself when he used struggle.

That's where I always question the ethical ramifications of pokemon. He basically killed himself to avoid ending up in a pokeball.

Well actually he just fainted.
Which is extra silly if you think about that in a general pokemone sense.
Trying to catch a wild pokemon. It faints from you beating it up.
You're like WELL DAMN I CAN'T CATCH IT NOW.
So you walk past the fainted pokemon just laying there on the ground to go beat up on a new one.

Yeah, I retyped that sentence multiple times, adding in a literally, replacing feinting with killing, and eventually settled on the most dramatic but still technically mechanics correct.
"I will write your name in the ruin of them. I will paint you across history in the color of their blood."
I figured i would try and level my capture rate while I'm ralts hunting.
So since it seems like a back to back battle, is there just literally no opportunity to save/swap team around after the Rayquaza fight? I figure ill go into it with an empty party slot and just check it's stats right there, so I at least won't run through 2 fight and have to reset. Is the space guy easily caught with a quickball as well? or not so much?
I did have what i thought was a great idea, to bring a level 1 poke with endeavor on it and a focus sash, so i could get hit and get him down as low as possible, but it seems you don't get a sash until after, so unless someone feels generous, that plan is scrapped. I'd also have to breed up something with endeavor on it, which seems like a taillow would be the easiest thing, although it would take me move deleting fly, move relearning endeavor, then breeding it.
Hey pokemen, I would like to ask if there is anyone here who is willing to do an illegal and illicit thing for a good cause.
A couple of friends and I got in on that thing from a few months back where you participate in an online pokemon tournament, earn points, and then because you got points you get a code for a free shiny mewtwo. We got all registered and asked incredulous questions about how this all would work and put the time in doing some fights and waited, wondering if we would get our code. And finally we did! It paid off.
Well, my one coworker friend came down with a case of double pneumonia, really really bad. More than a month of his life gone, just like that. They had him unconscious for most of the time, he very nearly died. It was a long road to recovery, but he got done with his physical therapy and he's back on his feet now. Stoma slit still healing, getting his feeding tube removed Friday, but he's back home again.
Today I was hanging out with him and he suddenly said "aw shoot, I never got that shiny mewtwo redeemed!" And we went and checked and the code expired right towards the end of the pneumonia. He didn't really have much of a chance to redeem it, I mean I guess he could've done it immediately but most of the time he was fighting for his life.
Would anyone be willing to get me a clone of that event shiny mewtwo for him? It wouldn't have to be super perfect or anything, I'd just like for him to have one.
well at least it looks like you can go back for Meteor dude later, after re-beating E4. so it's quite good i don't have to worry about trying to reset for 2 good natures on things in a row or some nonsense.
but my god, resetting through this cutscene is going to be a pain.
oh, except i dont have too... phew... i can check stats in this middle battle before D-day.
Boy, my synchronize seems to fail quite often with rayquaza... also getting some pretty terribad IV rolls... at least im in a good spot for soft-resetting.

I was under the impression synchronize didn't work for events/legendaries

I'd almost rather it not work anywhere. Since i have a modest gardevoir, i get a lot of wild stuff ending up modest, and i really hate it.
Not just False Swipe. Gallade has access to a Mean Look, which prevents pokemon from fleeing battle, and access to a psychic ability that causes sleep. So he's just all around a super strong choice as a Catcher.
Here's a link to a jpg someone made about it. Fair Warning - it contains a lot of vulgar/offensive language. It certainly explains how to breed the perfect capture Gallade, but it does it very... colorfully.

I don't think I've used False Swipe in years, though. And I'll settle for paralysis if sleep would take any effort. Catching was hard when I didn't know what I was doing, rates were less generous, and you could only get more money from the Elite Four or Pay Day.
