You could most likely actually make a decent series out of it given a halfway competent set of writers.
The reason they never went into that stuff in the show is that if you start doing so it's all the show can be about. So no police ever call to ask Duncan about local beheadings.
Exactly the point, make it about that, make the kid he finds in his gallery some kind of techno whiz that initially helps him with his tons of footage of his first quickening in decades problem. Then dial up the police pressure through the first season or two until you find out that the main investigator is an immortal that hadn't yet had their first death. You can still run the same episodic pieces that merely depend upon an immortal main character they just happen to be bottle episodes that exist outside the being investigated by the police episodes.
Use the surveillance like practical holy ground. Dissuade other immortals from attacking you by pointing out the watching eyes
