This is the fig leaf, the excuse, to make it look like a deal and not one-sided obsequious capitulation.
Putin (and his oligarchs) don't actually want to rule over a cinder, especially if they can get everything they want through other means. (And will, it seems.)

    https://www.bloomberg.com/politics/articles/2017-01-15/trump-calls-nato-obsolete-and-dismisses-eu-in-german-interview
U.S. President-elect Donald Trump called NATO obsolete, predicted that other European Union members would follow the U.K. in leaving the bloc and threatened BMW with import duties over a planned plant in Mexico, according to an interview with Germany’s Bild newspaper that will raise concerns in Berlin over trans-Atlantic relations.

Quoted in German from a conversation held in English, Trump predicted Britain’s exit from the EU will be a success and portrayed the EU as an instrument of German domination with the purpose of beating the U.S. in international trade. For that reason, Trump said, he’s fairly indifferent whether the EU breaks up or stays together, according to Bild.

Trump’s reported comments leave little doubt that he will stick to campaign positions and may in some cases upend decades of U.S. foreign policy, putting him fundamentally at odds with German Chancellor Angela Merkel on issues from free trade and refugees to security and the EU’s role in the world. On Russia, he suggested he might use economic sanctions imposed for Vladimir Putin’s encroachment on Ukraine as leverage in nuclear-arms reduction talks, while NATO, he said, “has problems.”

“It’s obsolete, first because it was designed many, many years ago,” Trump was quoted as saying about the trans-Atlantic military alliance. “Secondly, countries aren’t paying what they should” and NATO “didn’t deal with terrorism.
In contrast, Trump praised Britons for voting last year to leave the EU. People and countries want their own identity and don’t want outsiders to come in and “destroy it.” The U.K. is smart to leave the bloc because the EU “is basically a means to an end for Germany,” Bild cited Trump as saying.

“If you ask me, more countries will leave,” he was quoted as saying.

While Trump blamed Brexit on an influx of refugees he said that Britain was forced to accept, the U.K.’s number of asylum applications in 2015 was a fraction of the 890,000 refugees who arrived in Germany that year at the peak of Europe’s migrant crisis.
Other Trump comments, according to Bild:

The Bush administration’s decision to invade Iraq may have been the worst in U.S. history
Jared Kushner, Trump’s son-in-law, is a natural talent who will bring about an accord with Israel
Trump plans to keep using social media including Twitter once he’s in the White House to sidestep the press and communicate directly with his followers
People entering the U.S. will face “extreme” security checks, possibly including some European nationals
The Bild is basically the British version of The Sun.

Trump really obviously has nothing more than the most garbled understanding of Europe possible.

EU is a way to beat the USA on international trade. This means that countries should leave the EU and compete with the USA by themselves despite a president that has zero sum thinking.

What we are looking is a redrawing of the battleline. Just imagine. US/Russia/France/UK is a very good side of the battle, so many countries, like Phillipines, Japan and Taiwan, can just decide to put their bets there. Is not like anybody trusts Germany's capacity to pick a winning side. Is the vision of Team Trump, a new alliance designed to isolate China and "solve" the Middle East issues.

NATO is fucking younger than you are you useless fat idiot. And it wasn't ever designed for 'dealing with terrorism'.

Some countries aren't meeting the minimum spending requirements (to America's ultimate geopolitical benefit I would argue, but whatever). All of the key players are, and in any case the most important contributions are logistical rather than material.

Trump being the kind of guy who is not at all curious about things he will have to deal with, is not at all willing to be educated on a ton of important issues beyond a surface level that even a person who read a decent sized pamphlet can see is extremely shallow, assumes he knows everything he needs to know because he heard something about it on the cable news a few years ago, and refuses to admit to any wrongdoing is an extremely dangerous combination.

I'd bet that Trump dropped out of visiting the National African American Museum because he found out there was an exhibit there that honors John Lewis and he'd rather take the hit of not going than the humiliation of being filmed/photographed in that exhibit.

I loathe Trump, but this tends to be how international relations works, people take things they were going to do anyway and hype them as an achievement. If the net outcome is good, as nuclear nonproliferation is, then great. A reduced chance of human annihilation is worth a few kleptocrats getting restored access to their slush-funds.

The sanctions were going to go away eventually too. Crimea's a done deal as much as folks still like to complain. The only sticking point where Trump's capitulating (setting aside the part where they helped him get elected) is the Donbas, where a peace treaty should be a precondition of the lifting of western sanctions.

Nnnope! The current russian regime is the fucking definition of a rogue state and they should be kept in the doghouse, where they belong.
Trump instead tossing the sanctions, for nothing in return, will basically be the US rolling belly-up and wagging its tail...

It is a total capitulation. Russia has no problem with arms reduction, it spares them from heavy maintanance costs, and both countries have more nukes than they will ever need anyway. If there were no agreement it is likely both nations would cut arsenals and phase out older weapons unilaterally. Its equivalent to saying "We have agreed to end sanctions, and in response Putin will do his best to ensure the sun rises in the east and sets in the west."

Taking the Ukrainian sanctions off Russia is a bad idea, it was already just a slap on the wrist. Sure Russia, why not go ahead and annex the rest of it. Do whatever you want, Trump doesn't give a shit if you publicly kiss his ass and privately keep his secrets. He'll probably even make money somehow.

I bet you Trump does not even know what the red line comment on Syria was about. I am not sure how it is supposed to reflect poorly on the John Brennan.

Edit: As a criticism of Obama using loose language or whatever, it might make sense. As a criticism of the CIA, what?

"I think Mr Trump has to understand that absolving Russia of various actions that it's taken in the past number of years is a road that he, I think, needs to be very, very careful about moving down," he said.
Mr Brennan said "talking and tweeting" was not an option for Mr Trump, who takes office next Friday.

"Spontaneity is not something that protects national security interests and so therefore when he speaks or when he reacts, just make sure he understands that the implications and impact on the United States could be profound," he said.

"It's more than just about Mr Trump. It's about the United States of America."

The CIA director also took Mr Trump to task for accusing the intelligence services of leaking an unverified dossier which suggests Russian security officials have compromising material on him, which could make him vulnerable to blackmail.

"What I do find outrageous is equating the intelligence community with Nazi Germany," he said, referring to a tweet by Mr Trump last Wednesday.
"There is no basis for Mr Trump to point fingers at the intelligence community for leaking information that was already available publicly."

    Second, from China:
“There is only one China in the world, Taiwan is an inalienable region of China, and the government of the People’s Republic of China is the only legitimate government representing China,” spokesperson Lu Kang was quoted as saying.

“The ‘One China’ principle, which is the political foundation of the China-US relations, is non-negotiable.”

Lu warned the president-elect that the only way to avoid “disruption” to the relationship was for him to recognise the “high sensitivity” of the Taiwan question and approach the issue with “prudence and honour”.

Answer: Both are threats to Trump to stop swinging his dick around or else. Of course, Trump being Trump, is easy to predict what comes next: Trump telling them to piss off. This car crash would be very interesting if it wasn't terriffyng.

Trump buckles when he's cornered. He just tries to spin it as victory.

Look at whenever he settle out of court for a lawsuit. ("The case was settled with no admission of guilt!" "I'm settling this issue now so the American people don't have to deal with it, because I'm that awesome!"), or Birtherism "Obama was born in the US, but we only know that because I got him to show his birth certificate.. also Hillary started it!" or even this Russia stuff.
