I think the biggest sign you're right is what I already mentioned; they released with only a Dominion mode while having clear laning skills/talents/items. So the possibilities are either:
They tried to create a typical League style MOBA, couldn't get it playable, and tossed it in a Dominion shell hoping the frantic action hid the game's balancing issues.
They started with a Dominion-like arena mode for testing purposes, still built laning talents as placeholders, and were rushed to get something playable so they went with polishing the testing Dominion-like arena.
They were so bad at understanding MOBA design and so rushed to create content they blatantly copied/tweaked laning talents with no real goal in mind, despite intending to create an arena game from Day 1.
None speak highly of the process behind the scenes.
