Normally, you do it in order. but this is the first crisis that requires cards. After we all put in cards, two mystery cards are added from the destiny deck. They could be any color or number. If you want to make sure you pass a check, always put in extra cards to cover the destiny deck.
Order of play isn't particularly meaningful unless there are revealed cylons around. You have the right to know how many cards the players before you have played, but since there is a reason to doubt someone that info isn't so important. On the other side, info could always be taken from any play. I played only a small card because the turn player has 12 cards in hand, so should play at least 2 and probably more. Admiral has a lot of card too and has to play just before last. But I could have other reason to play low...
At the end is a host choice how mutch to enforce order of play. In a F2F game I would enforce it strictly, info are much more important there, in a P2P it might be skipped to hasten the game flow and the chance to see all the history of the players move still give more information if someone want to dig for it.
I'm fine with contribution being out of order in order to keep things at a reasonable pace. As @Preda mentioned, turn order might become important later wrt interactions between Humans & Cylons.

I don't think there's really much of a difference there. Shooting at basestars is a low percentage move, even with the assault raptor's bonus. It can still escort and shoot raiders like normal
edit: the real bonus is it keeps me in space forever, which is exactly where I want to be
It's been a while since I played. Don't manned vipers get 2 activations per turn? So it could escort civilians twice as fast?
The Daybreak rulebook says this:
"Assault raptors are treated as vipers, not raptors, for all game effects. When a game effect instructs players to choose a viper to launch, damage, destroy, place, or activate, the player taking an action at that time may choose a viper or an assault raptor to use for that game effect."
I've never played Daybreak, but my understanding is that manned assault raptors function exactly like manned vipers in every way, except that they don't have to return to the ship upon FTL jump and they can't be damaged.
