    First Play 2 red. Put Castra in Gallia. With 1 point suppress the mob in Hispania (-1 Influence there). Play another 2 red, Put castra in Spain. Use the 3 influence point to get 4 general. Play 2 Yellow, put Questor in Hispania, Hold Games in Britannia. Play my last blue 1, (that I take in hand only to trash) to put back Governor in Italy again. Than discard last yellow 1.

    You have to attack the different barbarian tribes separately, costing 2 red points for the 2 combats.
    We can keep the results in Syria as is and repair one less legion in Asia, if that seems OK with you.

    Actually, one army cannot fight in two battles.
    Kill the Nomads and repair the two legions?
    Unfortunately, that drops your support in Syria and only gets you seven points for card buys.
