My read on it was that the talky bits pretty much follow directly on what was shown in the beta.
I always figured the Speaker did exactly what the game said, that is, he spoke for the Traveller and acted as sort of commander in chief of the vanguard

I always figured he was just a charlatan that claimed to speak for the Traveller, but otherwise was the Tower's premier vape enthusiast and dealer of psychedelic accessories.
