    A decision to make -
    If a Rival Emperor is removed because of a player’s victory, the player can either take an immediate Increase Support Level action at no cost in the province from which the Rival Emperor was removed, or the first Senate card he buys this Buy/Trash Cards Phase has its cost reduced by two points.

    That Tribute card could be free and you could trash a card or take the support increase.
