Regarding taming speed, the taming sedative mod is your friend. It gives you a way to speed up the hunger on all the standard (non-passive) tames to speed things along. You can spam them to add hunger to the target. I highly recommend it even in single player, as its a balanced way to tame. The annoying part is passive taming still sucks.
I still wish the devs had never bumped the dino level past 30. The default values are stupid dumb for stuff like taming otherwise.
E: Ah here we go, with them getting chain-killed by a raptor and a sabertooth upon respawn. Urge dying.

Problem is, all the sliders that impact bosses also impact wild and tamed dinos, so weakening them that way also weakens your dinos and it cancels out until you bring them down to your level, at which point rexes may as well be dodos for all the threat they pose. And cranking up your own power to take them on also affects everything else, not juts combat either, melee damage increases how much you get per swing harvesting, so you start shattering giant rocks with one tap.
As far as I can tell, there's not a mod to do it for you, either.
Or rather, in this case, the Shaman will assist the Island spirits in helping the survivors fight bosses.

The only suggestions I have regarding building locations:

Highlands are probably the best location on the map for big sprawling bases, and have a valley nearby good for setting up wyvern and griffin taming/tranqing cages. But yeah gigas are a very very real threat and will fuck your shit sideways if you breathe in their direction. That said, it is a very, very noob friendly area outside of the random giga attack.
Edit: I have been contemplating a murder-snow cabin, I've seen it done since I first found out about it the hard way and started doing some research. A lot of times people will make a heated Paracer van heated by fireplaces and use it as a warming station as they sprint out to the snow to build as fast as they can, until they can place a couple of fireplaces in the interior space of the building and get them all lit.
I wouldn't advise a big base in the highlands for most players unless they know what they are doing since they stand a good chance of getting wrecked unless they build their base correctly. I think the raised plateaus north of the haunted castle are much safer for a huge base.
I believe I've sorted all the mod settings, although I still need to test to make sure some of the overrides are working.
Construction has begun on the marketplace, should have at least a functional version up by Friday. I can pretty it up afterwards.

A thing I should point out. Gigas only spawn in the highlands (where the sheep are), and nowhere else.
There are a lot of neat places up high around the waterfall basin, or there are some plateaus near the Castle Ruins that also look good to build on.

The Market will have a teleporter set to public (thanks to the 'Awesome Teleporters' mod), and once the desert unlocks I will be building a Bazaar there as well, with another public pad.
I am also thinking of putting some next to each of the obelisks. Thoughts?

How does clustering work? Does it mean other maps like SE will be linked or the new expansion?
Short version, it means we're a self-contained set of servers. Can't bring anything in from single player or other servers. But, you will be able to travel between our servers freely. So once the Ascension server is up, for example, you could take your Ragnarok character and travel over, and not lose ownership of any of the stuff on Ragnarok.
I'll post a bit more once it's actually a thing. The only thing to know right now is that anything uploaded to the Obelisk won't be downloadable anywhere but our cluster. Right now that's just the Ragnarok server.
Technically, there is also a time limit on uploads, but I've tweaked that so stuff doesn't expire for roughly 8700 hours. So stuff in the Obs lasts a year.

Ragnarok is pretty good at each area feeling unique, so if you navigate by landmark, you shouldn't have much trouble.

There are a couple caves with direct ocean access via canal or underwater tunnel. At least one of the ones I've seen could hold a whole village inside.

Roughly, yes. I still have a short list of things I need to get done tonight after work before it's ready, but I think I can get some of the text file stuff done at work today during slow periods.

You could always make things like teleporters rewards for completing certain tasks or challenges. That's something that can come later too.
