Hedgethorn's already played Imperial, and you (and everyone else) get to claim objectives first in the Strategy Phase. You're still very much in it, as long as you can squeak out a secret objective. And even if not, there's still a chance Hedgethorn loses their homeworld, thus requiring one more round to resolve the game.

Wait, since when did they pass? Last time, each of them played their respectively-held strategy cards. The only "Pass"es I think they've done have been on strategy card secondaries, unless I'm missing a page.
