Recently, my computer has been flashing a "Windows - No Disk" message. It says "Exception Processing Message"and then a bunch of numbers and then "Parameters" and more numbers. The options are "Cancel", "Try Again", or "Continue". If I click through "Cancel" enough, it goes away for a while until I bring up the internet browser , try to use Microsoft Outlook, or watch a movie on my harddrive.
Anyone know what's going on? I already ran Norton AntiVirus, and nothing was found...

First off-- Get rid of norton. Nod32 is a far superior AV. Norton pissed me off for the last time when the program decided to start ruining my settings. If you have a virus, nod32 is one of the best for catching in the wild viruses.
In Windows 2000/XP right click "My Computer" and select "Manage". From there check your system and application event logs for errors (marked by a red X icon). Post those here, they'll help alot. It does sound like a failing hard drive, and these errors will help diagnose.

You might have a failing hard drive. I recommend a backup somehow asap. A hard disk with a usb 2.0 enclosure works wonderfully for myself.
