Local police NEVER respond to calls!

I have a serious problem in my town. I live in sayre PA united states. Police never respond to calls and today i've had the last of it. I have had my house broken into, i've been attacked in my own home, held forcefully inside my own home, raped, beaten, stolen from, you name it. My ex husband was very abusive. I was physically abused to the point of bruises and cuts, my husband punched me, threw me on the floor, kicked me, raped me, put my head through walls, sometimes even with 911 on the phone and police would not show up. It would take hours of continuous calling of me screaming and crying with 911 for them to show up. And when they finally did, i was arrested for harassment....because i shoved him off me while he was repetedly punching me.... He was not punished, as i sat in a jail cell covered in bruises. Made no sense to me. On a seperate occasion he had called his mother while beating me, she and a guy friend kick in my door breaking the door frame i called 911 several times with no response as they continued holding me hostage and beating me. I punched one and got out of the house and used a mini marts phone. They finally showed up...didn't ask if this 5 ft tall 130lb woman in ripped stained clothes covered in bruises is ok. Just said "you can file a private complaint if you want" then left didn't even speak to my abusers. I've called before about my ex husband selling and storing drugs in my home and taking our 3 year old daughter on drug runs. Nothing. Today, a woman came within a foot of running over my 4 year old daughter. My 4 year old almost died today. She drove of and i called the police they said they'd call me back. They didn't. I called them 30mins later they took some information and said they'd send a police officer to the house i saw her come out of (her parents) 20mins no officer. I called dispatch again and they didn't answer. Called again. No answer. Nothing. I've spoken to my magistrate office about this and they say "police get busy" or say "we cant give legal advice" that's not legal advice. I am telling them their police are not preforming their duties. I've tried the court house only to be run in circles or they completely dismiss me. What should i do about this? Should i start taking matters in my own hands? If they never respond to me when i am in a lot of trouble, they wouldn't respond if i were to do the same to another.
