I'd never heard of him before, and I consider myself a passable DC nerd. He wasn't even in either Injustice game, and those had people like Killer Frost and Atrocitus and Dr. Fate.
Steppenwolf is fairly obscure because he was introduced and killed in a flashback in Kirby's original New Gods series before being briefly resurrected for the Super Powers miniseries. I think his only other notable appearance was in a story about Doomsday's origin.
I still think they should have gone with Kalibak, possibly along with Kanto and Vundabar.

I think Steppenwolf had been headlining as a villain in the Earth-2 books that DC had been putting out.
But my knowledge of him is more from the older Kirby stuff. In that, Steppenwolf was also pretty generic. The only thing of note is that he's the one that killed the New God Avia, which made the war between Apokolips and New Genesis personal for her husband Izaya (before putting aside his vengeance, becoming Highfather, and brokering the peace between the two worlds which involved the trading of sons (Orion and Mister Miracle)).
Oh, and he's Darkseid's uncle.

Steppenwolf is a pretty good name for a demonic baddie, it must be said
But yeah you don't fuckin' lead with him, if you're playing catch-up with Marvel you need to accelerate straight into Darkseid town before Thanos finally gets off his ass and does something

Yeah, I haven’t seen it but I assume they started with a lower level guy so they could ramp up to Darkseid. What other JL-level big bad guys do they have to work with? Brainiac could work.

If they wanted to ramp up to Darkseid though, they'd need a villain from that part of the DCU, since he doesn't really work with anybody else. So I can understand throwing Steppenwolf in there, but Kalibak, Granny Goodness, or even Desaad or Godfree would have been better choices.

I think you can write a script that builds up to Darkseid even without pulling in someone specifically from Apokalypse. Even your more human villains like Maxwell Lord can Know Something Big Is Coming and have that be a part of their motivation.
I mean hell the way this movie got teased was that Lex Luthor randomly had clips of random superheroes on his computer.
Steppenwolf made sense to me when I learned he was the villain because he brings an army with him, and he also establishes Darkseid as a future threat.
It actually makes more sense than The Avengers, where Loki is working for Thanos for "reasons"

I think Wonder Woman was successful because it had a theme that resonated with our current culture. None of these villains lend themselves to a story that attacks a rich angle. DC villains have a tendency to be smart, meticulous, and generally behind the scenes. Brutish, charismatic, and out in the open is what we're looking for, but those are actually heroic traits for DC.
