    There is a bit of wiggle room in tender awarding, because the awarding body is free to define what comprises the "most economically advantageous tender".

    The Scottish public procurement framework includes specific provisions on how to do this. The awarding body can consider things like local impact and public good.

    If you're going to take that approach, though, you need to be organised about it, and define the terms of award clearly up front. The rules are less about "letting anyone tender" and more about making sure that potential tenderers are clear on what the criteria are, so that they aren't being conned into producing tenders for work they can't possibly win to give the appearance of competitiveness. That's the problem that the most recent set of rules was designed to solve.

    BBC are reporting that there was a court case today regarding the Skipols. According to the hospital treating them, they’re both unconscious and seriously ill, unable to communicate in any way, so they can’t consent to further medical tests or treatments. The court case was to secure an order to allow medical staff to take further blood samples, since their patient can’t give permission.

    That is so fucking sad.

    On the plus side, the police officer who had been seriously ill has recovered well and will be released from hospital shortly.

    It really is. Since the court case was public the hospital held a press conference today. The upshot is they have no idea when the Skipols are likely to recover, or even if they will recover at all.

    Bear in mind that, as someone else in this thread posted a few pages back, “recovering” means living with painful, debilitating and psychologically damaging symptoms for the rest of your life.

    John Curtice was on R4 a couple of weeks ago. His take was basically that the polling appears to have shifted slightly in favour of remain, but as before the referendum the difference between leave and remain is so small as to be statistically insignificant.

    It was a coin toss then, it would be a coin toss now.

    My suspicion is that the Lib Dems are right and that a concerted campaign from a competent Opposition could tip the balance either way, but Labour seem to have resigned themselves to being weakly pro brexit and uncritical of the Tories.

    Also somewhat revealing:



    A change in leader on either side could potentially shift opinion if said leader was willing to make a coherent case for or against.

    Regarding the mural Freedom For Humanity, this isn't the first time that Corbyn's post about it has come up. It became a minor controversy in 2016 and again in 2017. Both times it blew over when Mear One's full statements on the piece, as well as further revisions in the form of False Profits in print and painting form were displayed.
