There is a bit of wiggle room in tender awarding, because the awarding body is free to define what comprises the "most economically advantageous tender".
The Scottish public procurement framework includes specific provisions on how to do this. The awarding body can consider things like local impact and public good.
If you're going to take that approach, though, you need to be organised about it, and define the terms of award clearly up front. The rules are less about "letting anyone tender" and more about making sure that potential tenderers are clear on what the criteria are, so that they aren't being conned into producing tenders for work they can't possibly win to give the appearance of competitiveness. That's the problem that the most recent set of rules was designed to solve.
Public contract tendering is often a garbage back-slapping process despite the best efforts of regulators so I find it pretty laughable that Tory backbenchers are whinging about it going to a French company. What because none of your old school friends are on the board? Fuck off.
They're mad because it's supposed to be a clear symbolic (and entirely empty) victory they can trumpet in the tabloids and this spoils the lie. Yet again, reality fails to conform to the imaginary world they'd like to live in.
Oh I forgot to say it’s confirmed this morning that everyone got out of the Metro hotel and the apartments above it safe and unharmed. The photos and videos of the fire are unbelievable!
BBC are reporting that there was a court case today regarding the Skipols. According to the hospital treating them, they’re both unconscious and seriously ill, unable to communicate in any way, so they can’t consent to further medical tests or treatments. The court case was to secure an order to allow medical staff to take further blood samples, since their patient can’t give permission.
That is so fucking sad.
On the plus side, the police officer who had been seriously ill has recovered well and will be released from hospital shortly.

It really is. Since the court case was public the hospital held a press conference today. The upshot is they have no idea when the Skipols are likely to recover, or even if they will recover at all.
Bear in mind that, as someone else in this thread posted a few pages back, “recovering” means living with painful, debilitating and psychologically damaging symptoms for the rest of your life.
There’s a horrible hostage situation unfolding in France at the moment, so expect the usual round of tragic stories, hand-wringing, upsetting photos, insistences that THIS is why Brexit is needed and vile, bigoted anti-Muslim rhetoric from the likes of Katie Hopkins / Paul Joseph Watson / Nigel Farage / The fucking President of the fucking United States.

That mural isn't even subtle about it.
It is kind of amazing how anti-Semitism cuts across all ideologies. Not surprising, sadly, but still. I can't think of anything else that can unite such disparate factions otherwise.
Owen Smith's just been sacked for calling for a second EU referendum.
The fuck are you doing, Corbyn?
Being himself. This is what Corbyn is. Despite his years of whinging from the back-bench he's an authoritarian type when in charge and he really wants Brexit.
Also apparently anti-semitism. For some reason.

In a statement, Mr Corbyn said he had intended to make a "general comment" about the removal of public art on the grounds of freedom of speech.
He added: "I sincerely regret that I did not look more closely at the image I was commenting on, the contents of which are deeply disturbing and anti-Semitic.
"I am opposed to the production of anti-Semitic material of any kind, and the defence of free speech cannot be used as a justification for the promotion of anti-Semitism in any form."
The full unedited statement can also be read in this very correct tweet.

"Who let Viagra Smith on the shadow cabinet? I just gave it to the first person who walked up and said they wanted it. Well can you recognize him? Is there anyone in this room who can recognize Owen Smith's-? Ah. There you are. You're fired."

Wait what is the anti-Semitism here?
Isn’t the first time Corbyn has been allied with anti-semitism. At least this time it’s not with his staff. Ugh.
John Curtice was on R4 a couple of weeks ago. His take was basically that the polling appears to have shifted slightly in favour of remain, but as before the referendum the difference between leave and remain is so small as to be statistically insignificant.
It was a coin toss then, it would be a coin toss now.
My suspicion is that the Lib Dems are right and that a concerted campaign from a competent Opposition could tip the balance either way, but Labour seem to have resigned themselves to being weakly pro brexit and uncritical of the Tories.

Thoughts:
1. It is not that reassuring that Corbyns best defence against anti-semitism charges keeps being 'I'm not a bigot, I'm just an unobservant idiot.'
2. How much do you think the people currently arguing that it's totally possible to overlook the blatant racist overtones in that mural are wishing they hadn't just spent a week niggling over the fine details of a photo of a hat?

btw for those huge weedlords which i know all of you are:
victoria atkins - current government minister for drugs (they go through these at a rate of knots because the policy the gov has been pushing has been run counter to the explicit repeated advice of their scientific advisers every single year for the last 20; i have personally talked to two different people who have served in this capacity and both said exactly the same thing, so this is not even a conspiracy theory)
We are talking about gun-toting criminals, who think nothing of shooting each other and the people who carry their drugs for them. What on earth does my hon. Friend think their reaction will be to the idea of drugs being regulated? Does he really think that these awful people are suddenly going to become law-abiding citizens?

Regarding the mural Freedom For Humanity, this isn't the first time that Corbyn's post about it has come up. It became a minor controversy in 2016 and again in 2017. Both times it blew over when Mear One's full statements on the piece, as well as further revisions in the form of False Profits in print and painting form were displayed.

Preferably a company you're on the board of.

Absolut trolling, as it were. Steve Rosenberg of the BBC had a particularly enlightening roundup of Russian media.
Fucking hell
It’s one thing to cause a mass casualty incident with chemical weapons in an attempted assassination
But they don’t have to be this bloody rude about it
By greater good, I mean an exit from the EU with minimal disruption to the economy.
Which at this point looks like we should just go with EEA or EFTA and be done with it.
Don't get me wrong, Brexit is a mistake but that doesn't change the fact that we're still leaving.
So I think we should do it in the least painful way.
That is so fucking sad.

Wow.

Ah yeah I read it as an anti-capitalist message with some symbolism. Dude actually buying into those fucking conspiracy theories isn't defensible.

Did nobody tell him that the data for a second referendum is fucking dire and that having one will only make ReEUnion harder?
I don't know why you are trying to carry water for this when they already admitted what it's about.
Isn’t the first time Corbyn has been allied with anti-semitism. At least this time it’s not with his staff. Ugh.
Is there actually hard data on that? I’ve been wondering what the stats would be like for a while now.

Also somewhat revealing:
A change in leader on either side could potentially shift opinion if said leader was willing to make a coherent case for or against.
Amazing.
