Character level is not very important. It's also pretty easy to get someone up to level 20 or so without any special investment - drag them along as the third character to one day's worth of cycle quests and you'll probably get there. Beyond that, each level is gaining you like +2 Max BRV and +1 ATK, which is not really even noticeable. Getting crystal level to 20 is the most important, and that's also one day's worth of cycle quests. Bartz would like to be crystal level 50 for "Simple Mastery" but I did the fight perfectly fine without it, and his crystal abilities between those two points are not especially exciting.
Vanille isn't necessary to win the fight, and I actually might recommend bringing her in as a friend, because she kinda sucks when she's not actively dispelling, especially if you don't have her weapon. Hope is very good, Protect and Shell are both huge helps in not getting broken by the massive attacks that usually start when the various heads get their second turns.
Team selection really depends on what 5* weapon types you have available. My best thrower right now is 3*, so I can't effectively use Hope. If you have a greatsword, especially if it's Cloud's Ogrenix, you might be able to win by calling in a swole Cloud friend assist via a YOLO Cross Slash strat. I've also heard some people make use of WoL's tanking abilities to get through. There's options.
No new weekly event today, but two new co-op fights are up, each slightly harder than the previous fights. One is three rounds culminating in a Chimera, the other is a Chimera followed by a Skull Dragon. Co-op bonuses seem to be (almost) entirely Tier 3 crystals!
Speculation is that Chapter 6 will unlock following Tuesday's maintenance.
edit: level 55 coop is not too bad, but the level 60 coop is pretty tough, I have actually lost a few missions. And there are event quests for grinding it out to 1 million total score. :X

Also, is there some way to read what buffs/debuffs are present (either on you or the enemy)? Some I can tell from the icon, but a few are just like arrow an up/down or unique boss mechanics are impossible to tell.

Yeah it's a nod to the job system in V where you master and get 3 stars over your head
New coops look neat, don't really see myself farming all the points though, didn't even do 1 mil on the easier dragon. Don't really have the time to give it that much dedicated attention, but maybe can get a handful of the decent rewards out of both at least.

i'd suggest using a summon around 50% of chimera and right near the end so the summon mode carries into skull dragon
Bartz has been doing good work for me in the multiplayer, Missile+ is legit. My scores have been shit though, don't think I've gotten higher than 20k on a run yet. Gonna be a loooooong grind.

While completely unnecessary, I figured I'd grab Cloud's limited weapon since it seems like the dispel might be handy to have, especially pugging multiplayer where you can't necessarily count on things. Was pretty lucky and got 3 on 1 pull, so might use stones to max limit it since I could always sell it down the line if I want the stones back.
The hardest difficulty of the cycle quests has a ratio of roughly 2:1 for T1 crystals vs T3 crystals. As it turns out, 2:1 is also the approximate ratio of the total cost of crystals to get from crystal level 0 to 50. For that reason, I only ever run the hardest cycle quest.
If you just want to get lots of T1 crystals, running the easiest co-op (behemoth) pays out tons of them (potentially up to 70 per run) in a variety of colors.
(For whatever reason, I have way more T2 crystals than I know what to do with; this seems to be a common complaint on reddit as well, so I've completely discounted T2 drops as waste)

Speaking of leveling, besides pulling (still waiting for a Vaan and/or Cloud weapon 1 banner) and besides Hope Dojo, what's the best way to level equipment? I can tackle level 30 stuff pretty well, 40 is still troublesome.

Hit up the Ifrit event, the non-boss stages will throw upgrade mats at you. Thanks to that event I've managed to bring another four weapons to 20.
- If you save spare stamina to burn, Orb Spring 2 is great for upgrade mats
- If you just want to occasionally do a couple taps to auto through stuff, the middle difficulties of the weekly events drop a few upgrade mats; as a bonus, this makes progress towards the event quests that pay out a small amount of gil
- Certain nodes in the story drop a decent pile of mats in their first time completion bonuses; I particularly noticed this in a few places in Chapter 4 Hard and Chapter 5 Hard
- If grinding Hope Dojo is too soulcrushing (understandable), I found some nodes in later chapters that drop the occasional 2* weapon/armor in amongst summon upgrade materials. I found that "Onion Knight dojo" in Chapter 4 Hard was a nice spot
I have 15k gems stockpiled, and I'm I guess late in Chapter 2. Would it be a good idea to pull on the All-Stars banner, or save it for later? I'm not sure when's a good time.

If you haven't taken advantage of the half-price first draw yet, I'd do so. If you have, then I'd save the gems for a more targeted banner.
Doing this difficulty 60 multiplayer, it is astonishing how much difference in performance you can see for a character. I have grouped with Squalls that struggle to even deal 2000 BRV damage with Solid Barrel+ against the dragon, and other Squalls that deal nearly 5000 BRV damage with Solid Barrel+ in the same circumstances. It was with one of the latter that I managed a 40 turn win (good for ~39000 points), when most of the other teams I've been on have been unable to even finish the Chimera in 40 turns (typically taking closer to 80 turns for the event and getting scores around 18000).
I can basically only bring my Terra to the 60 as she's my only (almost) 50/50 and has a fully capped weapon. I don't think my Squall is worth crystaling past 30 as I only pulled one of his weapon.
I'm focusing on leveling WoL and Cloud as I have max limit for both their weapons, the latter if I consume my power stones. They both seem useful for fights like these. I also have Cloud's Dispel sword at one limit break.
Oh wow. So, "Cycle Quest Rewards doubled" for two weeks, right? Well, that's not just slapping a 2x modifier on the drops. They temporarily replaced all the cycle stages with a new set where the enemies drops are doubled. So you can still apply an item doubler and get 4x the drops.
And that's not all! New stages = new rewards, so there's another several thousand gems to be had.
You get at least five cycle keys per week, just from spending Dissidia Points that you get from daily missions. The only thing cycle keys are good for is farming crystals (or gil via Gold Cactuars, I guess). Double drops is the optimal* time to use them.
* apparently JP has gotten triple drops at least a couple times. But they also have gotten way more crystals over time than it costs to fill out all of their characters.
Got a push notice that there was only like an hour left in the Ifrit event. Took me a few hundred crystals to buy SP but I managed to get him from 17 to 20!
I'm conflicted, kinda want Setzer's weapon more than Shantotto's, but don't really care for anyone else on either banner (though I do already have Yuffie's origami thing). I'll probably try resisting pulling on these two, but that didn't work out well last time.
