Doesn't mean we can't possibly get something bad, but hopefully this guy was a fan before writing this. You know, like maybe he gets it.
He seems like a fairly established comics writer. A quick google revealed that at one point he wrote a miniseries for Dejah Thoris, the Princess of Mars (a John Carter thing). So, uh, seems appropriate.
That said, his oeuvre definitely looks to lean towards the pulpy side of things, which I don't think is the tone most folks desire.
Trials of the Nine and raid clan engrams no longer grant Trials of the Nine or raid weapons
These now grant Crucible and Vanguard rewards
Boo, Hiss.
Clan Engrams no longer grant rewards above the player’s level when reaching 340 Power
The Nightfall and Crucible clan engrams will grant rewards up to 340 Power
Ah, so we're just removing the game benefits for this clan thing. So we're back to a fancy game based friends list I guess.

Perhaps some day we'll at least get to plant our clan banner on the moon or some shit.

That first change is dumb. It was like my favorite part of the new clan system.
can someone explain the PvE changes? Do that refer to their character level or their power level? Some bullet points refer specifically to power level but others do not.
Also, is it only making stuff harder, instead of making it also easier if you are higher power level?
i honestly would be fine with clans being a more robust friend and organization list and less a gameplay perk
I think giving them a game play niche of "free loot" really helped push them as a thing you'd want, even if you have to build it yourself. In games where PA isn't I know I don't really give a shit about clans where I might have in Destiny 2.
Now they're just a bad friend and organization list. Oh, I guess we get flag things that I don't have any idea what the hell the last one did because it was generally irrelevant.
Edit: Oh, and I liked that the "free loot" was based on folks doing stuff together. Like we usually knew who it was when we'd rarely get trials engrams and congratulate them on it.

It's referring to Light Level, which I think you're calling "power level". So, if you're 330 and an enemy is 380 you will not be able to harm the enemy.

I'm calling it that because that is literally what they call it, hence my confusion.
Changes to outgoing player damage scaling vs. higher-level combatants
Higher-level combatants take longer to kill if you’re below their level
Increased the outgoing and incoming damage scaling, from capping at a 40 Power level delta to a 50 Power level delta
Over-level combatants continue to increase in difficulty up to 50 Power levels above the player
When enemies are 50 Power levels or higher above a player, they will be immune to damage
Over-level, immune combatants will display a “??” icon in their nameplate
Updated the damage dealt to combatant Energy shields from the following weapon damage types:
3x damage dealt from Energy weapons of a matching damage type
2x damage dealt from Energy weapons of a nonmatching damage type
No bonus damage from Kinetic weapons
I also need someone to explain this prismatic goober thing to me because I do not understand it
Nah, you really don't. It's just another slot machine with a smaller and visible loot pool each week that won't give dupes. One free pull a week, you can save up to 3 free pulls on it if you want. After that you give them money.
I also need someone to explain this prismatic goober thing to me because I do not understand it
There are ten things in a list. Each week you can get one for free. The one you get is taken off of the list. You can buy another chance to get a thing off of the list for 200 silver (real money currency). So if there's something you really, really want in the Eververse store and you see it on the list you can give them some real money and know that it's a guaranteed drop, eventually, unlike now where you can spend your real money currency on engrams that might give you whatever.
Is it good? What's it like? Is it fixed? Huh? Huh? Huh?

The usual problem with attaching rewards to clans is fucking over people who don't have clans or don't have very big or active clans.
I can see what they are going for with this change. It makes the rewards from those activities more meaningful since you can't get them just by existing in a clan with someone who does.
A big part of what they are pushing right now is making it feel like you are earning your loot and light level in some fashion rather then it just being dumped on you.
And honestly I can't say that as an overall goal it's not a good idea. I do think one of this game's big problems from the start was that it threw so much at you so quickly that it all became pretty meaningless. (it also didn't help that the stuff was itself very samey)

If it were all loot I'd be more sympathetic to this argument but Raiders/Trialers have their epeens, it's Raid Armor. You get that only be doing the raid, you can't coast on that. Raid weapons at least are just such strong tools I do not like non-raiders getting locked out of Sins of the Past or Midnight Coup.

But you couldn't get Raid or Trials armor from the Clan engrams, so there was still incentive to do them
I find this change disappointing

They have paved the way for the coming of our Lord the Armentarium.
Shame it probably won't stack with class based double grenades. Having THREE pulse grenades would be a thing of beauty.
