I have four on my Titan, and at least one each on my Hunter and Warlock that I never turned in after getting every Exotic. Wouldn't they have been determined when I got them? Did that change at some point?

Raid and Trials had some pretty dang good guns.
Guns can change how you play, so it's nice that for those who may not be able to Raid or Trials due to life or whatever still had a chance at getting some from their Clan.
The armor is more cosmetic and is what other players see, so the players that actually run the activities can show off to others
