Does you buddy pokemon need to be out for Zorua to spawn? If your buddy pokemon was Zorua would you just find Zorua? Does Zorua appear on the stop list?
According to Silph road, no (bunch of people saying they found one without a buddy out). If your buddy is Zorua apparently it will spawn as whatever your last buddy was. Dunno about the stop list thing, was wondering that too.
