Ultimately, I just can't pick any of the four core Castlevania subweapons to leave out of a potential Belmont moveset. I think, if Simon were to get in, it would have to be:
B: Knife
Side-B: Cross
Down-B: Holy Water
Up-B: Axe
Where the Axe, executed in the air, includes a third jump for extra height. Either that, or give Simon a giant tether recovery to account for having no third jump.
They should just make it a "Belmont" slot that mashes up the various whip-wielding protags moves and go the Baby Bowser/Koopalings route for costumes (ie, instead of different Simons, have Simon, Trevor, Richter, Julius, Sonia, etc). Crib from Richter's SOTN special moves in particular to fill out an appropriate smash moveset.
Normals: use different grades of whip depending on attack strength
rapid normals: the spinning whip move from SOTN & Circle of the Moon (since it looks better than the freestyle controls from SCIV)
Dashing normal: Richter's dashing special attack
Grab: uses the whip as a tether (also for recovery)

Side-Special: Richter's slide kick (becomes a dive kick in the air)

This is putting the cart way ahead of the horse, but it strikes me that if Dark Samus were to be an Echo Fighter, one easy way to differentiate her from regular Samus even while retaining mostly the same moves would be to borrow the Inklings' painting mechanic. Any move of Samus's that normally creates an explosion or electrical effect on the enemy would instead coat the enemy in Phazon, either inflicting damage over time or raising the damage they take just like the ink.

I'm gonna go ahead and put in a guess for Zero. He got a Mii costume, he was featured as a trophy in the last game, he wasn't added to Mega Man's Final Smash (whereas Proto Man and Bass were), and he's definitely one of the most popular Mega Man characters. Only thing is he's already had a lot of fighting game representation recently.
I will say I'm a bit surprised Mega Man isn't using the Mega Man 11 design or anything resembling the Double Gear system, but I guess that would require too much alteration.

Flame Demon and Giant Bat would make for a good projectile and recovery, sure.
And Succubus could be reworked into the drain grab that it was reworked into for Dawn of Sorrow. Would probably function almost indentically to Robin's Nosferatu.
Then maybe put Black Panther (the turbo dash ramming attack you get as soon as you start the final chapter of Aria of Sorrow) on side-B?
Okay, another random brainwave: Lloyd Irving is not necessarily the most-requested character, but he at least had a Mii Swordfighter costume and Bandai-Namco is the primary developer on this, so who knows. That's not the important thing, though.

I am unsure of what time the site is actually updated
Well that's not very ultimate of them.
That and it’s now Smash U, not to be confused with Smash for Wii U
Also the past games had some terrible levels and some that are just too similar to latter ones.
All I'm waiting on is the Pirate Ship returning. It is one of my favorite stages.

Silver and Sonic 06 music have been in Smash since Brawl.
And they let Bayonetta in despite the Platinum Games curse being a thing wrt game sales.
The difference is that Platinum's actually enthusiastic about Bayonetta.
And Bayonetta has been selling better lately.
