Comey didn't actually make any statements to the public right before the election. He sent a letter to members of the intelligence committee and it was then released to the public by Devin Nunes.
Comey was willfully blind and an asshole if he didn't think Nunes would leak anything and everything that might make Hillary look bad, but it wasn't actually him that did it.
