A quick internet search seems to indicate that either the phrase stems from the fact that the first waffle often turns out bad, as people frequently rush things and try to cook it when the iron isn't up to full heat, or it's "throw out the first waffle you make with a new iron" because there's probably factory and manufacturing gunk on it still that may not come off with a wash, so the first waffle is basically a sponge for that crap.

I love District 9 but agree it's a total mess in terms of structure
Everything else of his I've seen has been mediocre at best

My favorite part of the robocop reboot was
when they show his robot self all taken apart and hes got brains and guts and then off to the side there is one of his stupid hands just hanging out on a stick connected by some USB cables
Chekovs not quite dismembered hand was the best

I dunno yet. But it's apparently called Robocop Returns and at least has a starting point on a script that was supposed to be Robocop Two. Which Blomkamp directing and not writing is also probably a point in its favor.
I wouldn't be shocked if this is a similar situation to Halloween 2018 though

district 9 felt very fresh when it came out, but i don't think it held up quite as well I'd expected in my esteem upon a rewatch after a few years
also yeah the structure of district 9 isn't great but it does hold up to watch still if you are in the mood for something like it. I think it helps that it is actually kinda plot light when you break it down.

I will defend the Robocop reboot
It feels more... intentional than the original? Like, the first one has a lot of great bits, a lot of very good scenes, and overall that is better than the reboot, but the reboot has a sense of planned cohesiveness that it doesn't. Which also makes it feel polished in the bad way, especially because it only has that one standout sequence, but there's still something to it.

I think reboots should either be done sparingly or absurdly frequently. Like, if you want to make every new movie in your franchise a new creative team's take on the same broad premise? Yeah that's a neat idea, I'm down for that. It beats increasingly derivative sequels at any rate. Like Genesys had its problems but as an alternate take on the basic "What if Skynet" it's still more interesting than T3 or T4.
