Everyone has an mmr but it isn't used for all matchmaking. Below legend it does not use MMR, it just matches you up with someone close to you in star count. Above legend people are matched via mmr, possibly with someone below legend who was similar mmr.
Legend cardback doesn't tell you anything about someone's mmr though. All it means is that in one of the previous 50ish seasons they got to legend.

honestly, if they're at rank 10 and bragging with their card back about legend, they're probably semi-bad tryhards.
Or they didn't play for a season and are blitzing their way back up the ranks, or they just played to rank 5 last season and are just now playing again where the season rollover dumped them off. You really can't make any sort of accurate characterization about a random smattering of players based on their rank on one day.
What I'm tired off is seeing fully fledged tier 1 decks when playing at Rank 24, because I've been on a hiatus since ONIK and I'm forced to play utter jank-decks.

it's almost like... play frequency has nothing to do with how good your deck is.

According to the RNG calculator I had a 0.194% chance of not hitting his patron, less than 1/500.

And you have double Witching Hour in hand
...
But you still win anyway because you have a 4/8 and 4/12 on board and you can just smack him in the fucking face
And he drops Doomsayer so you just Cube em and keep smacking him.
Shudder isn't strong enough or popular enough to necessitate a hate card directed at it. If we see a hate card it will be targeted at combo in general like Geist/Dirty Rat were.

The main reason Shudderwock works is because Shaman has the perfect amount of coverage cards.
If Shudderwock was a Rogue card, it wouldn't work because Rogue's lack Healing and AoE.
