According to the neuroscientist person's explanation in that tweet thread, the illusion doesn't work if the image isn't filling a large enough portion of your field of vision because it's based on overloading a certain part of your visual cortex related to processing colors and shapes and having those neuron firings bleeding over into the motion detection area next door. (or something like that)
And some people it just doesn't work for at all because brains are weird and different.
I can end the illusion by unfocusing my eyes, which I think is roughly the same effect as removing glasses. I think the details like the hard edges of the shapes and the black and white regions around the hexagons are important to it.
