How to create graphics / art with precise, scalable dimensions?

Hey all,

I'm searching for a software solution to a problem I'm having, and I clearly don't have the vocabulary to describe it well enough for a Google Search.

I'm a teacher trying to make better instructional images for my students. Due to the technical nature of my content area (Computer Aided-Design), students need these graphics to be of precise dimensions. For instance, graphics I'd like to design:

1. Ruler (so students can practice taking measurements)
2. Irregular Polygons (same as above)

If I design something on the ruler or polygon to be 3 centimeters, I need it to print out 3 cm in size. This is especially useful as I get closer to acquiring a laser cutter, where the 2D designs I (and eventually students) create will be cut by a machine, and need to be the exact dimensions the students design.

My forte is SolidWorks, and while great for 3D objects, it is mediocre at 2D graphic design, and especially poor at text. I'm looking for something that has the capability to scale images, so for example, if I have a complex design that is 2" x 2", I can double it, quadruple it, or more without losing image resolution.

I have access to Adobe products through work, but no idea which, if any of the 30-some products from the creative suite can help me. I'm also open to learning any freeware, but may have trouble acquiring other paid-for software due to budget constraints.

    I think inkscape can make dimensions you can lock in relation so each other, so the shape stays the same but the size can be increased. bonus is that .svg is exportable to most CNC/laser type stuff.

    Then you want Adobe Illustrator.

    You want vector-based design software, like Adobe Illustrator. There is also Affinity Desiger, which is much cheaper and doesn't require a subscription like Adobe products.

    Not to plug it too much, but inkscape is open source vector based.
    So the price is pretty amazing.
