I think there was a greater degree of editorial control exercised with his Wonder Woman, perhaps, but I do think he's essentially always been like this. Joker had some pretty similar things, and while I personally think that Lex Luthor: The Man of Steel is one of the best Superman comics ever written, I know that it doesn't stray too far from this sort of idea either. And his Wonder Woman did draw a lot of criticism for its portrayal of the Amazons, which seems like a note played in the same key as everything else here.

Hawkman has been alive since the earliest days of the universe, he was Ktar
General for the Deathbringers. A cosmic force of entropy and death, he brought countless sacrifices to their temple and flung thousande upon thousands of innocents into their pits to fuel the Deathbringer's ascendance into the universe itself.
Gradually, over the course of these campaigns of slaughter, he has a crisis of conscience (fueled by a mysterious woman who keep appearing no matter what planet they travel to and questions just how devout of a believer he is) which gradually shakes him to his core.
Finally, at the temple, he leads a revolt of the prisoners that were brought there and asks them to aid him in bringing it down and sealing the Deathbringers away. But instead of death, he awoke in a purgatory filled with the countless skulls of every life he claimed. He is given an offer by some unseen force, either die and pass on into oblivion or be reborn and live eternal until he has saved enough lives to balance the untold thousands of deaths he is responsible for. Once he does, his reincarnation cycle will end and he will be at peace, but until then he will be continually born and reborn across time and space until the debt is paid.

This is a pretty reasonable scenario, but I have to admit that no matter what they do to rehabilitate the Hawkman backstory, the words "Hawkman backstory" will always make me think of this page:

I think I'm ok with the idea of Barbra being into Bruce. How could you not? But it never happens. Or like in Beyond where it happened, for like a second, and it was bad and ended bad and why did they even do that

The Batman Annual out today is from Tom Taylor and Otto Schmidt and is exactly as good as an Alfred focused story from that creative team sounds.
I knew Taylor and Alfred would probably make me feel emotions but I thought I was safe and then this final sequence GOT ME
The issue is focused on Alfred and his relationship with Bruce but also has Batman hunting down a new villain using drones to bomb buildings, while suffering from the flu and having not slept for 2 days. Alfred is worried but obviously lets him go, only for Bruce to collapse in an alley after the big fight. Alfred fights off some would be muggers and rushes to Leslie Thompkins.
