Some of the lines we're hearing are missing a lot of context, to be fair. But yeah, it does sound on the level of Kingdom Hearts (this is not a compliment). And on that note, Cloud's VA sounds like he did Kingdom Hearts work, I just can't pinpoint a specific character(s).
It's not like Square can't hire good VA. FFXIII has some pretty good work, though I'll be the first to admit that Snow is aces because Troy Baker is a seasoned veteran. Hollis' Lightning sounds very blasé, but Lightning as a character seems indifferent to a lot of things happening, so maybe it just fits.
FFXIV's voicework is also really strong, but everyone speaks with an English accent and the quality and polish on XIV is a level beyond a lot of things SE has done lately, so I feel like that's a unique situation.
The VA still sounds better than the English dubs from Advent Children, with one exception; I hope they get the same guys who voiced Reno and Rude to come back for FF7R.
Barrett's voice direction was the only thing I hated, yeah. I'm hoping that he's doing this weird bluster thing in the beginning, a "badass" act or something that will come down through the game (or at least in the next games, which is more likely since Square does tend to listen to feedback almost to a fault).
And Tifa's VA was the only one I really liked. I was surprised when I heard her given how lukewarm to negative the rest came across.
Probably not enough to use English voices over Japanese if they include that option. This game is anime as fuck anyway, so I'd prefer subtitles.

I don't mind Tifa's redesign. I don't dislike it, but I'm not sure if I like it (I miss the big dumb gauntlet! Also, pleated skirt? Huh?), but I can understand the necessity of it. Barret's outfit was redesigned, if more subtly, along with the inclusion of sunglasses which lets me make this stupid joke:
"So, uh, Barret...mind if I ask why you're wearing sunglasses in Midgar, the city of metaphorical perpetual night?"
"BECAUSE IT LOOKS COOL, SON!" *pose*
More to the point, I was more worried about her physical appearance (and the possibility of making her look too much like Rinoa or 'Generic fair-skinned brunette woman' I suppose) rather than her wardrobe. Her hairstyle was preserved, most importantly. In terms of wardrobe, the white-black split in the outfit is still there, which is generally most important (meaning she's immediately identifiable from a distance, as no other character has the same color scheme, though Rufus Shinra and Cait Sith kind of come close). All black is a big strike against her Advent Children outfit (though, at the same time, the reliance on leather petty much means it'd look dumb in any other color...a classic FF wardrobe dilemma).
It seems fine. I can see why they held off on the reveal. It is mildly surprising when we already had modern renders of what I guess we'll call "Classic Tifa" and there were probably easier ways to fix the problematic parts, but whatever. We get Biggs and Jessie, particularly Jessie who will apparently have a much expanded part, whose outfit is very true to the design sketches, even problematically so (that dumb looking shiny steel breastplate she wears over smart-looking blue fatigues). Cloud also looks very similar in terms of wardrobe, but there are probably small design changes I've missed.
This is all fine. I hope they include unlockable "classic" costumes as an option (god knows FFXV gave us a lot of options), which includes "Classic Tifa", but I also want Cloud-in-a-Dress, Shinra Action News Yuffie and Cait Sith, Sailor Barret, and possibly Corporal Red XIII. I eat that shit up, gimme gimme gimme.
For me personally, this game is about ten years too late for me, a firm FFVII fanboy, to lose my shit/drown in the hype for. The ship has definitely sailed. In the PS2 era, people wanted this, though with the understanding it'd be primarily a 2D-with-3D-models clean up of the original. It's in the PS3 era, when Sony had a badly fucked up launch and had lost some franchise exclusivity, and when they first teased a fully-3D remake, where this would've blown my mind. But now in the PS4...they have to re-imagine the game in real time combat with the scope significantly changed, and at the end of consistently rising production costs.
Most people probably don't feel the same, but it's hard not to think that the current excitement level would've been dwarfed if, a couple years after the proof of concept, Square-Enix said "Coming to PS3 in..." Now they have the PS4's much larger install base (on top of FF no longer being exclusive to Sony consoles in general), so the audience is much larger to be sure, but....eh, I still think they missed their chance.
Maybe it'll be good enough to overcome those obstacles, if they are there.
So that's why the voice acting sounds weird. They went with prestigious TV actors instead of voice actors for the main cast. The supporting characters are probably gonna sound way better.
That is surprising. I haven't really listened to the trailers at proper audio, but I was taking for granted they were bringing back the Advent Children cast (i.e. "Here's Cloud's English VA in Kingdom Hearts, Crisis Core, Dirge of Cerberus and everything else he's been in.").
There's a running gag that Barret sounds suspiciously like Robert Downy Jr. in Tropic Thunder. Though I'm less worried, I play FFXV with the Japanese audio. I assumed it'd be an option in this...assuming a Japanese audio track is made (KH3 didn't get one, I think).

Boooo, you call those gauntlets? Those gauntlets suck!
With a better look, I actually quite like what they did with her face and hair (at least from this angle). But I'm of the opinion that Square-Enix has handled the residual uncanny valley problem of realistic character designs quite well in their games since FFXIII if not earlier. I don't care for the bracelet chains, but on the other hand, I would've been annoyed if they took away her earrings, so that's not really a complaint.
I still hope for a classic costume option, but frankly, this one looks fine.

There is a wide selection of high-quality folks in that group now, there is absolutely no reason to not pull from there instead of grabbing mostly folks with zero experience in this arena.
Not to mention that picking up live-action actors runs the real risk of one of them hitting it big and cutting the whole project loose, forcing the series to get a new voice actor for a main character between releases.

Well, the word is that the Japanese voice actors haven't changed, who are unsurprisingly celebrities in their own right by now (Gackt doesn't count). If there is Japanese audio, presumably it will available with the release, same as FFXV (they're putting this episode alone on two blu ray discs after all). I'd prefer the Japanese V/A anyway. Still, I can see why this would annoy anyone who's been following Square-Enix's offerings on the PSP, Vita, 3DS, and modern consoles where we've actually gotten voice acting for the cast and S-E has tried to be consistent. I was annoyed when Arise decided on all new voice Japanese actors for Ghost in the Shell, but then Arise turned out not to be very good anyway.

Yeah, getting non-union actors that are still in any way notable as actors would be just about impossible. And I can pretty much guarantee that professional voice actors would be categorically more reliable in terms of generating good material while also not having absurdly expensive contracts.
There's absolutely no fucking way it's a good idea to go with a bunch of total randoms from live-action shows instead of picking professional voice actors. What the fuck, Square?
