Why are the modern boxes twice as expensive (~200 on amazon) than say War of Spark boxes (~110 on amazon)?
War of the Spark is a normal expansion, so pricing is in-line with other regular expansions.
Modern Horizons is considered a special supplemental product with a percieved higher card power/value and thus WotC/retailers feel they can charge more for it.

Also remember that with no MSRP retailers can do whatever the fuck they want re: pricing. For their part, WotC thinks Horizon packs should cost $7 each (MTGO price).

Previous premium sets have actually caused pricing problems where stores start charging more and more money for packs. I thi k my local shop was charging 15 a ton pack for modern masters?
Hopefully that wont be happening with this set as its supposed to be printing to demand.
As to the why the increased cost, masters sets(of which Horizens is somewhat kin) are built with the intention of spreading more high-cost cards in to the competitive environment to bring prices down. Ideally the average value of a modern masters pack should be much higher than a normal pack. You might be asking why if WotC wants to increase the stock of playable cards why would they limit the supply and charge more? along with the straight forward profit motive WotC also seems concerned with damaging the “second market” which are the various online shops and individuals who buy cards with the intent to sell them for their own tidy profit. Its feared that printing too much of a 100-200 card at too small a price point might decrease the value of these cards too much too fast and break the secondary market. Its arguable if thats even a bad thing but WotC sure wants them around.
This set isnt exactly like that as we are getting far fewer legacy reprints and far more weakened legacy effects but the idea remains the same. This is a set of unusually powerful cards that will be important for the coming modern season so WotC feels they can charge more.
Re: Cost of Modern Horizons - I do think that they should have priced this at the cost of a traditional set, as I presume the sheer number of new cards means they plan on printing far more than they did any of the Masters sets (as such I imagine it'd suck if this doesn't sell out). But I guess they felt emboldened by the sales of those sets, and the ongoing success of Modern, such that they can press their luck on the sticker price.

Oh actually, I didn't realize, but that's a new type of Splice! Splice onto any instant or sorcery rather than just arcane.
It's also the first splice sorcery. All the ones from Kamigawa were instants.
