It's not an issue with a one-size fits all answer. The only real way to deal with population congestion and congregation is to do away with discrete servers all together, ie the Guild Wars 2 approach. Anyone can play with anyone and there's no server to pick at account creation.
In this specific case: I see a couple options Square could've done and a couple choices they can now make.
Option 1: Don't keep the already populated servers on Aether when splitting off the new Crystal datacenter. IIRC, only Balmung was high-population of the announced split. This isn't really an answer because anyone can still use the free transfer to move back to a server on Aether, possibly because it's seen as "the established datacenter." Possibly because X player is on server Y that isn't moving and I want to be able to play with them after the split. Possibly because "Server Z is the raider server and I really want to be on that datacenter for $reason." Option 2: Offer better incentives to move to/stay on Crystal and/or restrict transfers off of Crystal to Aether. Offering incentives is the only possible option here, keeping restrictions will sour the player-base immediately and irrevocably. This also runs the risk of backfiring and making Crystal the congested one, leaving Aether high and dry. Option 3: Do server-less game infrastructure, as Guild Wars 2 and WoW do currently, not really an option with the specter of 1.0 code and infra hanging over the game. But something to be said.
Now that the situation has come into view, choices they can make:
Choice 1: Offer free/reduced character transfers and incentives to entice players to move to Crystal servers. Likely not to produce an appreciable population shift as players and FC's are entrenched by this point. Choice 2: Change what data center a server is a member of to better balance population. The downsides of this are immediate and obvious. A nuclear option, to be clear. Choice 3: Somehow work a miracle and get rid of datacenters and servers all together. Friends can play together with friends and anyone can join any FC. aka The Miracle. Choice 4: Add brand new servers to Aether, this would give new players a place to go where they can still play with their established friends on Aether. It solves the issue of congested servers not allowing for new player growth. It won't solve the population imbalance at all, instead it just makes it worse and additionally puts more strain on the Aether infrastructure.
I just hit 62 with SAM, and I don't know if I should be happy that I can actually start using Kenki skills on a regular basis or sad that all of the 60-70 skills seem to be a bunch of boring buttons to fit onto my hotbars.

As somebody who mained SAM this expansion, SAM doesn't feel right until you hit 62. Also your level 64, 68, and 70 skills are all very important.
64 gives you a kenki dump skill when you are AoEing. 68 is one of the biggest skills that separate SAMs that know what they are doing from ones who don't. If you have 3 sen and Hagakure is up it is better dps to use that than Midare. Your lvl 70 skill is a hard hitting ogcd skill.
You can use the lvl 66 skill, but it's very situational and only if you remember that you have third eye when you know you're about to take damage. Technically it's more efficient kenki usage to use it over your main dump, but the third eye requirement makes it kinda annoying.
Having had another brush with a bad Mentor, I wish they'd just give out all the rewards from that on the achievement currency thing.
The people who got into it to actually help people won't care and it'll be a slap in the face to everyone who was in it for the loot and never did anything for anyone.

Depending on your ping doing raiton can cause you to clip your gcd
unintuitively, I have been told the shuriken is actually the one you want to use because you can do the mudra for it and launch it between the global cooldown for your weapon combo buttons, while the lightning one takes long enough to input that you lose some weapon combo button time that is worth more than the difference in potency between the shuriken and the lightning strike.
From the theory-crafting and number crunching I've seen, Shadowbringers NIN will want to use Raiton over Fuma as your filler ninjutsu even if it clips.
Kinda annoying and I'm sure I'll muscle memory the shuriken for a while, but eh, I'll get over it.
is that in 5.0? right now raiton is listed as 360, and fuma shuriken is 240, but I think shuriken also benefits from the slashing damage debuff from shadow fang while raiton does not.
Raiton, and most (all?) Ninjutsu besides Fuma Shuriken, is magical damage, not physical, so it gets buffed by things like Foe's Requiem and Devotion but isn't affected by Dripping Blades.
How to tank: rush ahead, pull half the dungeon, scream incoherently about healers and DPS not keeping up.
How to tank well: pull a group of enemies, beat them to death while keeping aggro on you. If DPS pulls something, they can obviously deal with it themselves, and then remind them that the tank pulls and they just beat things to death. Go at a pace that keeps the party in good shape and is still within the healer's capacity to heal well in. If the DPS bitch about how slow you're taking it, they're welcome to jump and find some other fool willing to speedrun them.

Macro resolution is capped at one second.
the minimum wait is 1 second afaik so it ends up being extremely not worth it since the mudra have a 0.5s cooldown

Ration is 400 potency, Hyosho Ranryu is 550. And Shuriken is 280.
