Yes, Microsoft believes that games shouldn't be restricted by platform. That games should be played where you want, on the platform you want. Unless you have a PlayStation.

Given how well received a lot of the overwatch pve events that maybe pushing their thinking. It also gives them a bit different niche which may help shore up their long term sustainability.

Personally I'm of the mind that Overwatch 2 could do both just fine. They've already cut their PvP teeth with Overwatch 1 so I could see them easily expanding the PvE side of things for a sequel while keeping the PvP stuff people enjoy as an additional option.
Plenty of FPS games have had fun singleplayer/co-op stuff while having a robust multiplayer PvP experience.
Hell, if Blizzard wanted to be lazy (you can say a lot about Blizzard, but lazy isn't one of them) they could just import all the maps and modes from Overwatch 1 to the sequel and focus their attention on the PvE.
