Legion is going to be in endgame maps (10% chance for 1 monolith) along with being added as a sextant mod, appearing in Delve, the Temple of Atzoatl, and as a Scarab, with a Zana mod coming sometime after 3.8.
Vagan is being changed to give Legion rewards, including Legion Scarabs and Timeless Splinters, and Legion rewards can be found behind walls in Delve. Also, new Incubators are coming. Legion Breach-item chests are getting nerfed, with them giving reduced amounts of Breachstone splinters.
Domain of Timeless Conflict changes:
Diminishing returns from non-General monsters after their first revive but increased rewards before their first revive
Generals unaffected
XP rewards unaffected

I was hoping they'd take something out if they were gonna make legion permanent
In 200 hours of unfocused (read: not Glacier spamming) I found about 38 full emblems. If we're still running Abyss for our high map tier Zana mod instead of Legion then we'd find 4ish in the same amount of time at 10% spawn rate. Most likely they will be exorbitantly expensive due to low supply and their appeal to power levelers and probably also a 4/5x army challenge.

There's just too much stuff to do
Eh
Legion is like breach in that it’s primarily a minor “extra stuff on this map” system unlike incursion/delve/syndicate which are basically entirely different games within a game

GGG said they would reveal the next league on the 20th, but 2 PM PDT on the 20th (UTC -7) is actually on the 21st from New Zealand's POV (UTC +12). Wholesale deception.

I came back from a week in SF for work and 2 weeks in Canada for vacation and killed my level 62 Slayer Cycloner in Blood Aqueducts to a Divine Shrine within 10 minutes of starting back up. I knew about desync. I have lived desync and devised playstyles to survive desync. And yet... The point being that playing HC SSF is the cure to your ills.

Frawrst would never accumulate 1500 Vaal and Fusing orbs in HC, he doesn't believe in defense and prefers the "best defense is a good offense" strategy
I've been trying to come up with an alternate league starter for the last few weeks but nothing I can think of is as good as Trickster ED/Contagion. It can league start with nothing and league end with 3m Shaper DPS and be practically unkillable, with gradual upgrades all along the way.
It doesn't help that the Trickster ascendancy is easily my favorite ascendancy and channeling/damage over time is my favorite playstyle.
I wanted to make Chieftain Ignite work as a league starter but they can't really access any of the gems.

I really like doing a summoner for league start. SRS barely feels like a traditional minion build and you can incrementally upgrade it to pretty crazy levels. It needs almost nothing to get off the ground and has insane single target damage from Act 3 onward. Brittleknee did a guide for one in 3.7 which I've heard good things about.
It drops off a little in power towards red maps but that's sort of where i want my first character to sit in HC: running dailies in T9-10 to fund progress on a more resilient build. But you can slap a Soulwrest on it and carry yourself to Shaper and beyond if you want to go all in. Aura stacking + high block Necromancer is pretty crazy fully invested. I dropped SRS at this point to dedicate more links to defense but you can totally run both. Soulwrest and Bubonic Trail is pretty much automatic with Offerings to get you spooled up, so SRS gives you a really great synergistic damage source you can cast while minions are doing their thing. Soulwrest only needs to be 6 socketed to work so you don't need a 6 link to run the build at all.
I know minion AI can be rough but the secret is minion movement speed (and for Soulwrest projectile speed). A Queens Escape is the ideal weapon for the pre-Soulwrest version for this reason. Minion Speed Support is not a bad link. Flesh Offering is your bread and butter while mapping, you can experiment with the other options though. You can craft minion speed jewelry with essences of Fear. Haste is really nice here as a second aura with Hatred.
With 100%+ speed SRS feels good, with 150+ it's incredible and over 200 it starts to feel ridiculous. Soulwrest wants a little less movement speed and more projectile speed, as it gives them range. I always include the support gem in the 6L for this reason as its impossible to obtain elsewhere.
I had HC issues with this build in Legion. It's decently tanky and extremely mobile, which against things like Maraketh archers and Vaal blood walls was working fine! But it's really hard on your PC. My ancient i3 and secondhand 1060 couldn't keep up and i kept dropping to single digit FPS upon Monolith release. Given how well this cleared the timer phase... I ended up facing a full Monolith of angry mobs with potato FPS. My first attempt ripped in a T2 map. My second one made it to T7, mostly due to luck, and died somewhere in a screen freeze that lasted all of a second. Legion is rippy! And a full army of minions can really test how well your PC runs this game.
Given that I haven't had any serious FPS issues since dynamic resolution was implemented, not even from Betrayal encounters, this was a real downer.
Outside of the FPS issues I can highly recommend a SRS/Soulwrest Necro.

T minus 5 hours!
It will be very hard to top legion, but i feel they learned their lesson with Synth and overly complicated league mechanics
Yeah I really loved my pure phys baron zombie/skelly Queen's Escape build. It's super low effort in terms of clicks, you can literally stand still and let your mooks kill bosses for you, etc. But things were dying too easily on T16 guardians/Uber Elder, it's a very gem socket starved build, and requiring a bunch of specific uniques early on is a pretty big drawback.
Plus, yeah, minion AI sucks. It needs to be more aggressive across the board, but if it were it'd be overpowered.
I am disappointed that legion is going core. I really don't think it's been a good league mechanic.
1) I think the rewards from legion, in general, are too high. In a normal map you get 150+ mobs that tend to drop currency, div cards, stacked decks (which used to be VERY difficult to obtain), entire breachstones including upgraded ones, and league specific uniques like Headhunter.
2) Legion has drastically shaped the builds being played this league. Over 40% of the top level players are playing cyclone, with around 75% of players being cyclone, essence drain, or tornado shot.
3) The interactions with headhunter are just broken. Especially in the timelost domain. Just change the rares to uniques that pick up affixes from rares and the problem is solved.
4) This is another league that feels phoned in, and yet it was still incomplete. Given all of the existing tech from beyond and that almost all of the drop rewards are recycled from other leagues, they still had massive issues for the first few weeks. Once again, none of the new league mechanics received any testing before release.
5) GGG wants maps to be relevant, but the most efficient way to run a league mechanic shouldn't be just chaining tier 2 maps. I think it's obvious that maps like Glacier need to be modified to have either a 2nd open area for spawns to occur or to allow spawns indoors, but rewards should scale with map tier. It took GGG until post-Delve to do so with Delve, but it feels so much better to get Sulphite now than it did in Delve. Legion fragment drops should be based on a rarity that scales with map tier; so at white maps you only see vaal, karui, and eternity. At yellow, add in Templar. At red, add in Maraketh. And make them more equally weighted. It does me no good to have 12 Karui stones in the time it takes to make one Maraketh when they have to be run in sets, and the 3-way isn't rewarding enough to run.
Well, in the future, it's going to be an average of 15 legion mobs per map since you'll only get that 150+ (and this is only on wide open maps) 10% of the time. So that takes care of 1) and 2), though people will probably still be playing Cyclone unless it's dramatically nerfed. Same for ED, which didn't even get buffed this league except indirectly.
They're attempting to fix 3) by buffing the rewards from the first set of bosses and the first wave of spawns, and reducing the rewards from subsequent waves of spawns. We'll see if it's good enough.
Can't argue with you on 4) but that's a problem with every league lately, they always need a couple weeks of catchup and bugfixes.
5) is always going to be a problem no matter what league.
Legion actually does have better rewards in T16 maps; you get more shards per monolith and more of things like Stacked Decks and Incubators. Even with that, though, it's still more efficient, safer, and easier to chain [insert low tier map/low level zone here] every league because that's just the way it is. This is never going to change unless there are large, systematic changes to how PoE works, like removing +Quantity% and... some other shit I can't even fathom because the game is so fast now. Caps on movement speed?
SRS has fewer issues with minions dying but when they do it's annoying for sure. Soulwrest though you're constantly resummoning and can get 18 on the field in 3 casts. When they die they're easily replaced. Plus they have range which means they don't spend the first 0.5 to 1 second alive doing nothing as they get on target.
Either one is very different than zombies and skellies. You need almost no specific uniques early: a Queens Escape is usually cheap to find, Victario's Influence is the big impact item and you only need it 5linked at best (Enlighten + Hatred + Zealotry/Haste + Precision optionally for SRS; I put Smite in the unlinked 6th socket). Soulwrest is just a more endgame oriented version and you don't need 6 links on it either. Bubonic Trails are cheap. Your biggest early expenses are 21/20 gems and a 3/4 Enlighten. Good jewels are high impact here, especially Haunting Eyes. A +2/+3 Elder helm with Immolate/Minion Damage (optionally with a Delve -resistance effect) is the thing you can devote a ton of currency to crafting for a pseudo 6 link on SRS.
Also you want to eventually have Unset rings since you're so socket starved. Getting exactly what you want on those is much easier with currency to throw at them
I'll link my PoB for my Soulwrest Necro when I get home tonight. Like I said I dropped SRS for defense, since Hardcore but you'd probably want both for endgame bosses.

What are our expectations for Gold/Black League? I imagine it's time for something with infinite scaling and bigger single targets, something where you try to kill as many bosses in succession that you dare under scarier and scarier circumstances, but if you use alt+f4 you get no accumulated rewards. You'll still be able to escape or stop at certain thresholds if you feel like it's too tough, maybe?
I also want to mention the high level xp grind. Waaaay back in Ambush, I made the top 100 list for a league by getting a character to level 96. That was a real accomplishment and took me four months to do. GGG has since increased the top map level and then nerfed high level (90+) xp several times because of how quickly people can hit 100. Then in the past few leagues, they've done a complete 180 and keep introducing new mechanics with bonus xp attached. Harbinger orbs giving you T16 maps with high density lead to Harbinger having more level 100s than ever before. Betrayal added the option of getting Pure/Enriched breachstones, and now Legion added the Timeless Domain which is an all you can eat buffet of mobs for 5 minutes that massively favors those with a headhunter.
I really think that GGG needs to nerf or even entirely eliminate these avenues of mass xp farming. Legion is rampant with level 100's because of the ease of Timeless Domain farming. Level 100 should be difficult to obtain and not pigeon hole you into running/paying for runs on something that gives xp 10 times faster than T16 maps.
