What the fuck happens when Bernie Mac convinces the dude to sell him the van's cheaper?
Is it just a veiled threat?

Obviously. There's just something in the dialogue that always makes me feel like there is more to it than that.
I've always thought it was just the juxtaposition of completely benign small talk against the physical threat that made it a little more intimidating to the salesman. The threat is a non-issue to Frank, something he does casually as if it's an everyday thing. Not to mention the other guy had tried to break the conversation off twice and Frank just pulled him right back in to talk about fucking hand lotion, making it clear that this conversation isn't ending until Frank decides it's over and he'll keep talking about whatever crosses his mind until he gets what he wants.

That makes sense and it's how I read the scene but I always felt like I was missing something.
If for no other reason than the security shutter will actually probably stop your car I was amazed when I saw a roll down security shutter stop a pickup truck attempting the ol smash and grab

edit: is it a motion/weight detector to trigger the shutters when you move the car, or a press a button kind of thing?

Really, nearly every actor turned in a good to great performance in the previous suicide squad except like, Cara Delevigne. The problems with that movie were mostly structure and script.
