So if you want a certain power to work better, and with less fail, it should be of higher rank, and thus tied into a Major Attribute?

If you want a Power to do more than one thing, make it a Major

If you just want to do one thing very cheaply, Minor
So like Super Strength should be a Major Attribute, so you can do stuff like lift cars, punch hard, etc.?

    Exactly, yes

Crius used to be a supervillain, back in the day. Tangled with the Founding Five (the original Vanguard) a lot.

    Always lost.

During the 90's, he disappeared. According to his own statements, during this time he travelled to Olympus, killed the entire Greek Pantheon, and incarnated their power into his magic ring.

The ring lets him manifest any of the tools of the Greek Gods and in doing so lets him wield their power.

He re-appeared during the Anathema invasion, ready to take over the world, and realized that a world where life was annhilated by extra-dimensional killing machines would be no fun to rule, so he allied with Vanguard against them.

After the war, he took over Greece, and when Ultimatum was creating the Singular Unified Nation, he basically let Crius keep it. Technically, it's part of the SUN and Crius is just a Regional Administrator, but the reality is that he's pretty much an autonomous dictator.

    Feats are based on Rank

    1 Rank = 2 Feats

It just also happens to work out to 1 Rank = 2 Points

The only difference between Core and any other Major is that Core can go 1 Rank higher than your Level

Except for Minor Attributes, they get 1 Feat only, regardless of Rank

    Yes.

Minor Attributes come up when, say, you only want a 1 point ability that does only one thing, or you want, like, a rank 5 attribute that only does one thing and only costs 5 points.

Minor attributes are cheaper than major ones individually, but Majors give you a sort of "bulk purchase discount"

so it's all what fits your character.

    Yes

Combat is resolved by the Rank of each attack

Example: A Rank 3 attack vs a Rank 2 defense means you successfully land a Rank 1 hit

That said, there's an interesting aspect of Crius' ring.

    It doesn't actually "create" anything.

They're magical manifestations. At Rank 10

You know who has Rank 11 immunity to magic?

    Ultimatum.

That's why he's in charge. None of Crius' magical bullshit would even matter and in an outright slugfest Ultimatum would probably win.

    Probably

    Maybe

Hence why neither one of them picks the fight.

seriously he's a massive fish in a small pond.

stay out of his pond and you are fine.

Crius doesn't even leave Greece if he can avoid it.

    That said

Greece is a paradise. Crius has used his power to basically undo all the damage the Anathema wrought and has transformed the entire country into a beautiful land of plenty and wonderful perfect weather.

It is a wonderful place to live... so long as you are cool with living under a power-mad god who demands your devotion and love and is given to taking whoever he pleases as personal servents and lovers.
