Been playing Bloodstained, and there are some weapons that you can perform fighting game-ish inputs to do special moves with. I have never played a fighting game other than smash and I cannot consistently do a quarter-circle+x to save my life. It's actually kinda bumming me out, I'll just stand in a cleared out room and try it a few times and sometimes I can't pull it off even then, and there's just no feedback for what you're doing wrong.

Just kidding. The quarter-circle fireball motion isn't even consistent between different fighting games. There are games (like Tekken), where you have to hit every point in the motion for it work (so down smoothly to down-forward smoothly to forward)in a specific timing, and there are games where you just have to hit the down portion and then the forward portion sequentially within a window (probably the easiest). Some games allow you to do it as part of other motions (half-circle from back to down to forward will also trigger it) and others require you to precisely hit down from neutral first. It's maddening. All of this is also generally easier to do on a fight stick on most games (some games allow you to use a hitbox or keyboard, though).

Castlevania: Symphony of the Night had magic spells you could launch with these sorts of maneuvers, but they were 100% optional.
Another problem is that modern controllers just kinda suck for fighting games (and fighting game esque maneuvers). The PS4 d-pad is arguably the least bad for them, but I still hate it. (I have always despised the Playstation's d-pad design where the cardinal directions are separated and the d-pad disc is nested underneath the controller housing. Even though the mechanics of the Dual Shock 4 are solid, I find that design uncomfortable.)
Even if you're good at fighting games, using any stock console's gamepad or any of the common PC gamepads is just choosing what flavor of mediocrity to tolerate.

i was messing around with fighting games while catsitting and I was using the switch pro controller because I brought it with me and tbh half circles (and I would imagine, capcom 360s which are 270s) weren't hard. shoryuken motion was a pain in the ass but it always is and I found jumping to be really hard (I think the d-pad was more lenient on the y-axis so if you weren't going from forward to up forward but tried to go directly to up forward it'd probably register as up)
Full circle inputs almost always have shortcuts. You can usually go from a lateral direction to a forward or back + up and get an SPD in newer fighting games

it depends on games. most games have a short 'pre-jump' period after your jump input registers where you count as jumping for some things (throw invulnerability in capcom games, e.g) but you can still cancel into grounded moves. iirc in SF4 it was 4 frames for most characters (1/15 of a second), 6 for Gief and T.Hawk and 8 for Hugo.
Relatedly, 8bitdo makes replacement circuit boards for legacy controllers; it's a simple modification that changes your (for example) original Nintendo SNES controller into a Bluetooth controller (some models support wired USB as well).
