Is this one of those weird things where because it doesn't discard from the hand its not really discard for the purposes of strategy or whatever?
Because tracking totally does "discard"...

Tracking discards but only in games that go to fatigue. Which is pretty rare for Hunter.

I feel like people are missing that Sightless Watcher doesn't put the card in your hand. It's Scry for those familiar with Magic.
It's still powerful! But not card draw powerful.
E: Lol, well, fuck me. Misread and thought it was only looking at the top 3. But then you also can't control which three cards it reveals? I don't know. It's good, but not broken, I feel.

also let's be real Demon Hunters have an absolute metric fuckton of card draw already
they are not hurting for card draw. this, in fact, plays well with the ridiculous amounts of draw they already have.
so yes, let's compare Sightless Watcher to Novice Engineer without taking into consideration cards like Skull of Gul'dan, Consume Magic, Feast of Souls, and Spectral Sight.

I like Regis's content but he is not a pro-player, and famously has said things like "Dragonqueen Alexstrasza isn't actually that good."
He also mostly plays wonky combo and control decks, which like yeah, draw is better for them. But for an aggro or aggressive midrange deck, being able to influence your curve on an aggressive body is a big deal.

Sightless Watcher by itself doesn't strike me as this fucking insane card, just really good.
I'd put it in every demon hunter deck. It's like Ziliax: why wouldn't you? That might be a definition of broken, but I don't know if I agree with that. I play a lot of commander, however, so take that with a grain of salt.
But yeah, sure looks like they're pushing the hell out of DH.

I think a better idea than comparing it to card draw cards is comparing it to various other class 2 mana 3/2s like Sorcerer's Apprentice, where sometimes you get benefit from them, and sometimes they're just a 3/2 that you play out for curve and tempo
