And I'm wondering how much those tools cost and whether it's that easy everywhere or if they're usually sealed in better.
The brick patios I've done had sand poured over top and vibrated down to fill the seams to keep things stable and level and then later sealed which basically turns the joint sand to a near concrete like hardness.
Just remember that half the people you meet are below average intelligence.
Now I'm wondering if he's fixing someone's prank of moving the bricks or fixing the original installer's mistakes.
Fixing the original.
The machine they use doesn't always lay them perfectly, so someone goes in and swaps out the mis-matches before the sand gets put between the bricks to keep them from moving.

It's crazy to me that this is a place. Like, theoretically if you could get there and live you could plop down on a lawn chair there. Wild.
That's what happens when someone's BDE is over 9000.
