The best case for Chapter 1 is that you spend four mana to get four mana of value. However, that requires you to have either already binned a copy of Tyvar, or for you to get lucky on the mill. The anthem is good value but not amazing-amazing, and the -1/-1 on attacks is pretty much overkill for Historic elves. Maybe it makes Standard elves good as a grindy value-based deck, but Historic elves has a low density of self-mill and a high density of finishers and lords to the point I'm not sure it wants a 4-mana chance to grab one of them or do an imitation of one of them instead of just playing more.

I believe he's green, blue, and black since those colors appear on the front face of the card.
It doesn't matter about the front. The flip Avacyn is a white/red card for Commander purposes, and the bad equipment dagger/chapel that turn into fuckoff demons are both black.
