you can't copyright a phrase. you can trademark it, but if you wanted to bring a case you'd have to prove that the person using your trademark was intentionally trying to cause market confusion or profit off of your branding, which would probably be hard to do with a municipal snowplow.

I'm going to say if they wanted to drive clicks, the clicks driven far outweigh the negative PR as the follow up is good PR

As far as I'm concerned anyone who takes their cues from Twitter gets what they deserve. If you read that first tweet and your first response was outrage and, moreover, not bothering to read further, then I really don't give a shit what you think about pretty much anything.
But yeah, in terms of PR it was probably the wrong move, even if it drove clicks.
