1. I'm charged immediately, no matter when the scheduled delivery date of the gift is.
2. If I gift a preorder of a game with a scheduled delivery date and time that occurs after the preorder window the gift will still contain any preorder bonuses, right?
In other words, as an example: Let's say I gift a preorder of Cyberpunk 2077 right now with a scheduled delivery date of 12-25-20. Then the game comes out this afternoon. When the recipient redeems the game on Christmas it will include that preorder bonus. Right?

See that's the thing - I actually think it's the opposite because I believe (for third party Steam keys) the content is bundled into the key and is not based on when it's activated.
For example, if you buy a Steam key off of Green Man Gaming that advertises it comes with some preorder content, I believe it activates that content even if you activate that key, say, a week after the game comes out.
I just don't know how that works with preorders directly on Steam itself.

I forgot the name of it though. It added like randomized loot tables, changed swimming to an athletics skill, changed augmentations to drain energy while actually in-use / in-context (instead of having to manually flip them on and off), etc. Anyone remember the name of that? It's killing me right now trying to remember.

Yup. That typically means you've got credit card theft going on en masse.
Reminder of how this works
Someone gets stolen credit card information and buys a bunch of keys from developers/publishers with said stolen card. They then proceed to sell the keys on key reselling sites. Then the original card owner notices a bunch of fraudulent charges and has the charges canceled. The developer is forced to pay back the money that was spent there, so they cancel the keys.
So the thief keeps to keep his money, the developer and card owner have to go through a bunch of hassle, and the person who bought the key has to eat the cost, or have paid extra for insurance.

I have zero idea what my new thing can handle because numbers don't always mean jack anymore (i.e. big numbers don't always mean better, different letters or numbers denote totally different models that were created concurrently, etc). It's got an i7-10750h, 16 GB RAM, and a RTX 2060.

Cyberpunk already showed to be cpu limited on 4+4 i7s I believe. At least on the benches run prerelease (buggy, unoptimized and had Denovo to stop piracy leaks before launch)
Game engines are using the available cores more and more and with the new consoles being 8+8 that is going to continue.

Man, memories... I played Alone in the Dark on a 386 clocked at 20MHz with 2MB of RAM on my trusty NEC Prospeed (not mine, but the same model):
Ran like a dream. I got it for free in the late 90s.
A GTX 660 is pretty venerable. You should get A Short Hike, that game is a lot of fun, and it'll run on your rig (it runs fine on a 256MB HD3470).
