CRT Monitor Troubles

So, about one month ago I picked up a nice, 19" Viewsonic E90 CRT monitor from my school before they recycled it. Since I've gotten it, I've had a couple of problems. One I managed to fix, the other persists.

The first problem was this terrible color distorting "banding" effect that radiated from the edges of the screen. This one was fixed by changing the refresh rate for reasons beyond my comprehension.

The problem I have now did not begin until about a week ago. A few minutes after I turn on the screen, this odd "flickering" effect pops up around the bottom of the screen. The horizontal lines in a range of about 150-200 pixels tall (it changes position and severity) rapidly change in brightness, thus the "flicker" effect. The effect goes away temporarily when I change refresh rate, resolution, or turn the monitor off and on - basically anything that "resets" it.

I've tried changing the power cord and plugging the monitor into different outlets with no luck. It's not the computer or video card's fault - there are no issues with my other two CRT monitors. Also, my 360 hooked up via VGA seems to have the same effect. The first problem was fixed by messing with the video card settings, however, so I think there might be something there. If it matters, I'm running an AGP X800GT.

Any help would be greatly appreciated. I don't want to go back to 1024 x 768.
