There was a short promo period at the GotY's launch where if at the time of the promo you had the base Witcher 3 and both story expansions you could upgrade to the GotY edition for free, otherwise (and is still the case) you have to buy it again.
That makes sense, though? GotY is not the Enhanced Edition; it was just the "this is an old game with DLC, here is the one-purchase bundle" option. If you had the game and the DLC already, it just combined so you could download/install it all as one thing. If you don't have anything, buy the GotY and now you have it all. If you just have the base game and none or just 1 of the DLC, buy the individual DLC(s) you're missing and now you have it all.
There's nothing in the GotY that isn't available in base game + both DLC purchases.

I would say the $10 version would be a decent bet to grab and then wait for the actual next gen versions to come, but there is a possibility they could pull a Control and charge for those updates, making the $10 disc a coaster. Since all of their plans fell to pieces, I am very concerned about that being a thing.

TBF W3 did also release some throwaway cosmetics for free. But that was like a few weeks or like a month after the game came out and not 9 months later 😆
Also witcher 3 was feature complete when they released it and was not missing features they discussed as working 2 months before release.
I… don’t actually think Cyberpunk needed those features and kind of think that the customization mechanics are some of the worst things in the game. But like. It still doesnt have the features it had claimed it would like weeks before launch

So, gotta say... the Full Gameplay Rebalance mod is a pretty sweet game changer. If you are on PC and haven't looked at it, you should. I've been playing with it for a bit now and heartily endorse it.

a lot of those changes seem, from a skim, eminently sensible
there were a lot of absolutely trivially broken cases in almost every system so there is a good chance that even a mod that misses 25% of its calls should be dramatically improving how the systems work

I'm sweating bullets just thinking about Oda getting a buff. That fight is already supremely wonky as hell.
I've seen the fight twice. In my playthrough i went for a tech/int V. craft your own weapons, use quickhacks. I didn't do too many sidequests, played on the 2nd hardest difficulty, Oda was a bullet sponge that could 2 shot me. Took FOREVER to kill the guy as my bullets did no damage. In a different playthrough, all sidequests and NCPD thingies were done. hardest difficulty. mantis blade build. Oda went down in 5 seconds.

Yeah, the fight against Oda goes a lot better if you're playing as a whirling quick-hacking death-blender build with poisoned/flaming Mantis Blades. That was fun.

This one, though, seems pretty solid, based on my experience so far. Also, it is well documented, modular, and very user-friendly to edit as desired through simple text editing of the [meticulously commented] config files.
Been playing a quickhack heavy build on 1.3 and it's a lot less stupid now. Still very strong but not cast contagion and 8 dudes insta-die on very hard anymore. Also ping getting toned down is nice.

This has actually tempted me towards trying the game out again. If by this mod and what I've read of the patch notes, hacking isn't insanely broken anymore. Then I'm gonna try throwing a few mods on and see if my Corpo Hackninja™ run works out fun.

It sounds like they are all subcontracting under a company founded by one of the modders. So, they will probably work remotely and have a nice resume line and contacts for future work or creating their own game down the line.
