There is no policy that prevents Hololive from collabing with Holostar. It's just that Cover calls and markets their talents as idols and most of the girls go along with that up to indulging their fan's GFE fantasies so they have to deal with a bunch of idol fans who will go from loving and adoring them to give them if they grief for something as minor as commenting on a tweet made by a Holostar. Not making that up either that actually happened idol fans are fucking crazy. Nijisanji never presented their talents as idols so they didn't have to deal with the bullshit that comes with idol fans so getting that mindset out of the fan base was a lot easier to do and their male streamers don't have anemic sub growth cause the fans don't view their existence as a threat to their fantasies.
Some of nijisanji's more idol coded talent, notably some of their oldest talent like tsukino mito suzuhara lulu and deron, have had to deal with the exact same stuff you are describing in the early days, but ichikara actually listened to talent expressing its interests in more free collaboration and took measures to protect them, including drafting an aggressive anti-defamation policy, which has allowed for more free and open impromptu collaboration since

I would reckon that since Hololive has a more international base (as a percentage), it's less likely that Japanese fans dominate cultural attitudes towards them. As far as fans are concerned, this is more of an opportunity than anything else, especially as Cover has put its chips in the western market.
I'm willing to believe that Cover's in over its head for a lot of things and doesn't have a globally minded genius at the helm - but if it's unsustainable, if it can't support its talent, this problem will regretfully solve itself. I have a bit of faith that good intentions can win. If they solicit feedback I will have something prepared.

From what I've heard, it's largely personal reasons that the majority of the Hololive talent don't look at Holostars for collaborations. Either they buy into the whole "idol" thing or are too shy to interact.
This comes from the other side as well with the Stars not wanting to be seen as leeching from their more popular seniors, or are themselves too shy.
This doesn't mean that management is blameless, but there's always more to consider than the obvious.
On the closure of the CN branch, I suspect that there was not much that Clover could do, since the CCP's stance is "bend the knee or get out". Gura had to private her Muse Dash stream for the same reason.
The publisher, X.D. Network Inc., is Chinese and either revoked their permission to stream the games or Cover proactively did it to cover their asses, we don't know for sure since there wasn't an official statement from either side. The only statement I could find was made by the developers of the game, PeroPeroGames, saying they had no idea what was going on and to direct any complaints to their publisher.
That whole thing is also very very likely the reason why Nene's getting a completely new, permanent design change that is replacing her current model (instead of being an additional outfit).

I feel like we might be starting to stray a bit much into rumors and hearsay, here. Certainly, there was some sort of breakdown that prevented the hololive CN disbanding from being nicer, but there's plenty of room in the what or why that I don't think we really know? Though I can't say I've been great at handling or attending to those kinds of topics in great detail.
From my perspective, I tend to align with Paladin's view that Cover's been caught somewhat flat footed with their growth and are continuing to experience plenty of growing pains. It's not like other talent agencies in this fairly new space haven't also had to face their own challenges. Best we can hope for is that they are able to learn from their mistakes and keep improving in a positive direction, without falling into a truly devastating trap. I feel okay in retaining that hope for now.
