It's not as crazy as it sounds. A sizeable portion of the backlogs at ports is moving containers around. There's no more room at most ports to increase the size of container storage, so moving them out to another location tracks. Also keeps access open for return of empties if truckers are picking up full containers somewhere else.
Now to read the article and see how close I am to their reasoning!
I remember when I first got out of high school I worked in shipping and would often fuck up release orders for containers
It never delayed any ships but did mean I understandably freaked out the owners of those containers because they would have to pay for another day of holding in the port. It never happened, always managed to get resolved at the end of the day, but I definitely got close to costing companies thousands in fees
