My internet has been abnormally slow so I go to the command prompt and ping yahoo.com and I'm getting pretty high pings at peak hours. I have cable and I think to myself--n"othing I can do about this, it doesn't really affect my surfing that much anyway" (I guess I'll call them later to complain). Anyway, later when everything is going smoothly and web pages are loading quickly, I ping again and the first hop is around 30ms. The second, third, and fourth are all well over 1000ms. Soooo wtf? Also, tracert to any website gives me latency in the thousands as well. Help me!! (I'm not running any p2p programs or anything either, I restarted a few times and ended a bunch of processes to make sure).
If the first hops are all inside your ISPs network, and the high latency hops are external, then it sounds like they have an issue with their upstream.
But if hes getting high latency with all hops then its probably his PC. Spyware or Virii of some kind. Let me know how many processes are running, most PC's only have 25-35, if its much higher I would suggest a malware scan from housecall.trendmicro.com or www.bitdefender.com
yep, only 27 processes. I turn everything off for startup. Also, I only have crazy pings on the last three hops out of four, when I ping I mean. When I tracert, the second one times out and the rest are obscenely high--literally over a thousand. Strange thing is I still get low ping in games and websites load pretty quickly.
All I ran were adaware and spybot...oh yeah, I'm behind a router but these problems are pretty recent.

I don't know how much this might be affecting you since most of those hops are Qwest, but AT&T is suffering a shitstorm right now according to http://www.internethealthreport.com/
I would contact your ISP. From the look of the tracert it connects to your router fine but times out at the gateway and then has massive latency after that. See if they notice any problems from their end. Alternatively you can have a friend or one of us ping your IP address to see if its your gateway. Dont post your IP, PM it to someone. If you feel comfortable feel free to PM me.
It looks like you have some shit going down in your area.

Well, if your connection speeds seem to stabilize, then I'm curious as to what the problem is. If the only thing that slows down is your ping requests, this is hardly a problem. It's possible that your ISP gives ICMP packets low priority, so traceroutes and pings appear to be slow. Try something like a speed test to see if there are really any slowness issues. If you're consistently getting low marks here during peak and non-peak times, then it's time to call the ISP. I, for one, still don't understand why people put up with cable Internet, where "peak times" are issues. I've been on DSL for 5+ years now, and I've never had any kind of problem with it, and I consistently get the speeds advertised.

Running a torrent by any chance? Also, you can't rely on osmeone else pinging you. You could be dropping requests at the firewall, router, or isp level.

If hes dropping them at the ISP level then its an ISP problem. Its not his router as was shown from his own tracert. It could be firewall but my tracert to him shows that its most likely a ISP problem. The advice still stands to contact his ISP.
Er. Sorry to hijack a little, but after seeing you guys talking about #s of processes, I noticed I have 43 processes, should I be worried?
43 Processes is a bit high, but if your not noticing any problems I wouldnt worry about it. A lot of Pre-built computers from Dell and gateway have tons of background programs running. It might speed up your startup if you went through them with MSCONFIG and got rid of any of the ones your not using.
Also, everyone should download, install, and replace task manager with Process Explorer. Its simply just amazing.
